Juan Manuel Ruiz, presidente de la Camara de Comercio Latinoamericana, dijo que, de ser aprobada, esta propuesta aumentaria el problema de robo de identidad. Sylvia Haro, directora adjunta del comite, subray6 el esfuerzo de los lideres hispanos para que la Legislatura no aprobaran propuestas como la HB227 sobre elegibilidad para la concesiOn de licencias de negocios, apoyada por el Representante Stephen Sandstrom, republicano por Orem, la cual requiere que quienes soliciten una licencia para iniciar un negocio o quieran renovar su licencia de negocio demuestren que tienen el estatus legal. "Los pequelios negocios son el motor de la economia de Utah y los legisladores estan queriendo pasar leyes que no son buenas para estos negocios", dijo Haro. Tambien resaltO el beneficio de que la propuesta de ley HJR24 sobre la igualdad de trato por parte del gobierno o acciOn afirmativa no hubiera sido aprobada. Esa propuesta, apoyada por el Representante Curtis Oda, republicano por Clearfield, pretendia cambiar la constituciOn de Utah y habria eliminado ciertos fondos estatales para el avance de los grupos minoritarios. "Las oficinas etnicas, los grupos de violencia domestica, los programas de cancer para la mujer y una infinidad de programas para los grupos minoritarios hubieran sido eliminados", dijo Haro. Ron Yengich, el abogado defensor de Alcala, dijo que su cliente tom6 fotos del consulado para que otros las vieran y supieran distinguir la zona y como entrar y salir de ella, y tambien expion!, en cuales hoteles sus clientes podrian hospedarse. Dos semanas antes de su viaje Alcala solicit6 un permiso para salir de Utah y se lo envi6 via fax al oficial que lo supervisa mientras se acercaba la fecha de su audiencia. No obstante, de acuerdo con Yengich, el oficial estuvo enfermo y por eso no se habia presentado a trabajar ni habia contestado la solicitud de Alcala. Agrego que el afio pasado a Alcala se le permiti6 viajar a San Francisco por motivos de trabajo, por lo que supuso que en esta ocasion tambien se le permitiria it a Mexico. Yengich subray6 que el viaje a Mexico fue "increiblemente tonto", pero no un intent() de escape. Segim Yengich. Otra propuesta que no fue aprobada fue la HB428 sobre la modificaciOn del costo de matriculas para estudiantes. Esta fue patrocinada por el Representante Richard Greenwood, republicano por Roy, y podria volverse a presentar el proximo ailo, de acuerdo con Daniel Argeta, estudiante de ciencias politicas en la Universidad de Utah y miembro de los Boinas Cafes. "Es una pelea que hemos estado dando por varios afios y que posiblemente vamos a tener que dar el proximo afio", dijo Argeta. La Senadora Luz Robles, demOcrata por Salt Lake City, sefial6 que la propuesta SB44 sobre una enmienda en los programas de salud para los nines hispanos que son residentes legales sera estudiada en la section interina de la Legislatura que se lleva a cabo entre mayo y noviembre. Robles agregO que a pesar de que esta propuesta tiene un enfoque hacia la salud, tambien brinda una oportunidad equitativa para las personas que llegaron legalmente al pais y que es importante que los ciudadanos llamen a sus legisladores para manifestar su apoyo a esta propuesta. En la Legislatura tambien se aprob6 la propuesta de enmiedas a la Ley HB232 sobre interpretes en medicina, presentada por la Representante Rebecca Chavez-Houck, demOcrata por Salt Lake City, la cual requiere que estos interpretes renueven su licencia cada dos anos y les impone sanciones disciplinarias. Para Tony Yapias, director del Proyecto Latino de Utah y activista comunitario que testificO en contra de las propuestas HB251 y HB227, el resultado de la Legislatura de este alio fue favorable para la comunidad hispana porque, a su parecer, fue el alio en que se aprobaron menos propuestas anti-inmigrantes y atribuyO ese hecho a la recesiOn econOmica.
