Pero tienen costos invisibles que pueden llegar a ser mucho mas preocupantes que su impacto su impacto monetario inmediato. Activistas del sindicato de electricistas mexicanos han estado cortando calles y caminos de acceso a Ciudad de Mexico impidiendole a la gente ir a trabajar y a los nifios ir a la escuela. Simultaneamente en Buenos Aires, donde los "piqueteros" cortan las calles a diario, se produjo un caos vehicular mayor que el habitual cuando una huelga de trabajadores del subterraneo obligO a decenas de miles de personas a usar sus autos para Ilegar al centro de la ciudad. En los primeros nueve meses de este ano, Buenos aires sufriO 440 bloqueos de calles por protestas sociales, mas de uno por dia, segun el diario La Nacion. La Camara de Comercio de Ciudad de Mexico, a su vez, calcula que en esa ciudad se produjeron durante el mismo periodo casi 200 marchas que obstruyeron el transit°. Las marchas le cuestan a Ciudad de Mexico un minimo de 140 millones de Mares mensuales en yentas perdidas porque la gente no puede llegar a los comercios, segun la Camara. "Y eso sin contar las horas de trabajo perdidas", dice Arturo Mendicuti, presidente de la Camara. "Yo mismo me he pasado mas de tres horas varado en el trafico". Los bloqueos de calles tambien estan perjudicando las inversiones extranjeras en un momento dificil en el que, segim la ComisiOn EconOmica para America Latina y el Caribe de las Naciones Unidas (CEPAL), se espera que la inversion extranjera en la region caiga 40 por ciento este alio debido a la recesiOn mundial. "Los cortes de calles empeoran un clima econOmico ya de por si complicado", dice Eric Farnsworth, vice- presidente del Consejo de las Americas, un grupo con sede en Nueva York que representa a 190 empresas con negocios en Latinoamerica. "Dificultan a los trabajadores llegar a sus empleos y a los productos llegar a los mercados. Ademas perjudican las inversiones porque las empresas no quieren instalarse ni expandirse en lugares con un clima volatil". Durante la reciente Conferencia de las Americas realizada en Miami presencie un debate fascinante sobre estas protestas entre el Jefe de gobierno (Alcalde) de Buenos Aires Mauricio Macri, el Gobernador de la provincia de Buenos Aires Daniel Scioli y el Congresista mexicano Luis Enrique Mercado. Macri, un lider de la oposiciOn, culp6 al gobierno de la Presidenta Cristina Fernandez de Kirchner por no ordenarle a la policia que mantenga las calles transitables y dijo que el aumento de cortes de calles "esta Ilevando a Argentina a limites nunca pensados que van en direcciOn de una sociedad anarquica, en la que se va a perder inversion, se va a perder empleo y va a aumentar la pobreza". Scioli, del partido oficialista, disintiO, argumentan- do a favor de la moderaciOn y de la resolucion de conflictos mediante el dialog°. "No se trata de imponer orden a cualquier costo", dijo Scioli. "Hay situaciones muy violentas con consecuencias fatales. Hay que encontrar un equilibrio en el marco del estado de derecho, el respeto a la propiedad privada y el reclamo de los trabajadores". Meneando la cabeza en desacuerdo, dijo que "cuando las sociedades entran en una cultura en la que se tolera violar la ley, la gente dice: 'Si puedo violar la ley un tantito, puedo violar la ley un poquito mas'. Es una escalada". AgregO que la actual ola de violencia de los carteles del narcotrafico en Mexico "no es algo que surgiO de la nada. Empez6 con la gente diciendo 'Si puedo violar la ley de transit°, puedo violar otras'. Es el resultado de una cultura de la ilegalidad que escalO a limites inconcebibles". La soluciOn no es castigar con azotes a los manifestantes no autorizados, como se hace en Singapur, ni encarcelarlos o recluirlos en hospitales psiquiatricos durante decadas, como se hace en Cuba. Tiene un costo invisible mucho mayor porque erosiona la base moral de las sociedades. quienes violan las leyes y cortan calles, perjudicando los derechos de los demas. De otra manera, los costos invisibles de los bloqueos callejeros seran cada vez mayores y la cultura de la ilegalidad seguira creciendo.
