proceedings apparently has been reached but the state finds it is without authority to carr carry the program to a conc conclusion I would respectfully respectfully respectfully re re- re recommend that the au authority to negotiate the sale be vested in the state board of land commissioners commission commission- ers under whose e direction the project has been constructed and adminis adminis- It has been brought to my attention that the section of the Utah public utilities act governing rates for lon bon long and short distances does oes not conform cot orm to the laws of many other states and certain conditions creates a l hardship for our public utilities I would respectfully respectfully respect respect- fully suggest a modification of the section section sec sec- tion to the time en end that upon proper representation representation representation rep rep- the time public utilities commission com com- commission mission be granted g authority to permit a higher rate for short distance than for a long Jong distance thereby y adding to the uniformity of the public utilities laws of the country and making possible pos pos- possible sible a fair fall and just return on public utilities investments in Utah Water Surveys Urged Urge The development of time tile agricultural resources of our state hinges largely largel upon the reclamation of arid lands lands' and andI I am nm of the opinion that It is proper to provide legislation which will encourage encourage en en- courage work of an Initiatory character by count county authorities To this end end- endI I would could suggest that county commissioners commission commission- ers be authorized to make make approprIationS approprIationS' appropriations to provide for surveys and the time collection of data looking to
