down amid confusion and alie article was then passed by a vote of 87 to 6 sir evans of utah gave notice of a motion to reconsider the vote alie vote by which the article on corporations po rations other than municipal was lost on monday was reconsidered by a vote of CO to 19 alie roll was again called on the passage of the article and this time it did not lack for votes 74 being given for it to convention then look a recess un til 2 when the convention article on public buildings and state institutions was put on its third reading out of its regular order at alie request of mr kimball of weber who said that mr lewis ill had come from ogden to bo present during the consideration of that article in which ogden had a special inte reit mr heyborne moved eliat lie clause prohibiting for five years the making of a capital appropriation bo stricken out carried by a arte of 50 to 33 3 3 mr kimball of weber offered an amendment providing for hie location of alie institution for the deaf dumb and blind at ogden he stated eliat ogden had ample accommodations tor the institution what building have you in mind asked mr lund 1 I have the reform school building in mind replied kimball lauritz larsan moved eliat the institution be located in the county of san pete alie site to be selected by the legislature he contended eliat san petes claims should be recognized mr maeser opposed the location of the institution in san pete county alio blind children he maintained should be cared for eliere they could hear good music and the deaf and dumb where athey could see something once in a while laughter mr lund spoke in of mr lar sens amendment and in support of his claim eliat life was in san pete alluded to the freedom of eliat county from wind it there is howind in san pete said mr kimball of weber 1 I want to inquire it the gentlemen of that county fifty represent it laughter there may be less disturbance there binco we left replied mr lund mr hammond mr kerr mr fair mr located at ephraim san peto county ho said that the city council of ephraim haa him to say that it an institution should be located at eliat city a block of land worth with a water right would bo donated lor the use of the institution mr murdock of beaver moved an amendment providing for lie location of the school at beaver thia amendment was voted down A et anding vote was taken on the amendment of mr lund on alio first count alie vote blood 30 to 34 but recount being made two more members voted in alie negative making alie vote a tie 30 to 30 alie friends of alie amendment demanded a roll call but at this point mr roberts raised alie point 0 order that the normal school was attached to the state university by a provision of the article on education and that therefore the subject revised by the committo on compilation and arrangement the preamble declaration ot rights and alie ordinance and the article on elections and right 0 suffrage were examined and various verbal changes made an im amendment was unexpectedly made in the latter article alie clause requiring judicial municipal and school elections to be held apart from general elections being stricken out just before
