of report forms to all farms and ranches in the 50 states the Bureau of the Census S Department of Commerce announced Farmers and ranchers are being asked to report on their agricultural operations during 1978 This 1978 census the nation21st farm census inseries that started in 1840 will update data most recently obtained in 1975 for 1974 operations Information will be sought on all agricultural Of Asian Pacific American To Immigration Commission WASHINGTON -Asian Pacific American groups have begun to push for the Presidential appointment of an Asian American or Pacific Islander to the newly established Select Commission on Immigration and Refugee Policy announced Mark Tajima Washington Coordinator for the Pacific Asian Coalition The Pacific Asian Coalition PAC is endorsing two Asian Americans as candidates for the Commission They are Ellen Ma Lee an attorney and acting project director of the One Stop Immigration Center in Los Angeles and Mike Masaoka former JACL Washington representative and civil rights activist who was instrumental in bringing about significant improvements in immigration laws for Asian Americans in the past several decades Japan Banker Offers Representatives from PAC OCA JACL and APAFEC along with other concerned Asian Americans and Pacific Islanders recently met in Washington DC to begin to coordinate their efforts toward the Commission appointment The recently established Select Commission on Immigration and Refugee Policy is to study existing laws policies and procedures gow erning the admission of immigrants and refugees to the United States and to make administrative and legislative recommendations to the President and Congress The specific topics to be studied by the Commission include whether and to what extent the Immigration and Nationality Act should apply to Guam American Samoa Puerto Rico the Virgin Islands and otherS territories and possessions immigration admissions quotas refugee admissions and resettlement policies and programs and the socioeconomic and political impacts of immigration policies The 16-member Commission will consist of four members appointed by the President four members of the Judiciary Committee of theS House of Representatives four members of the Judiciary Committee of theS Senate the Attorney General the Secretary of Labor the Secretary of State and the Secretary of HEW The President soon will be appointing the four public members to the Commission Given the heavy immigration and refugee flow from Asia the findings and recommendations of the Commission will be of particular importance to Asian Americans and Pacific Islanders Therefore it is important that we urge President Carter to appoint someone from our communities to the Commission Tajima stated PAC urges Asian Americans and Pacific Islanders to immediately send letters of support for Ellen Lee and Mike Masaoka to President Carter at the White House Washington DC 20500 The letters should stress the need for Asian Pacific American representation on the Commission It also would be helpful for persons to contact their Congressmen for their support in getting an Asian or Pacific Islander American appointed to the Commission FOOD STAMPS UNDERGOING MAJOR OVERHAUL DENVER Remember when news editorials called for an end to participation in the food stamp program by those who were obviously not poor when TV newsmen reported that some people we re too poor to buy food stamps and nearly everyone seemed to know someone who had seenfood stamp family loading groceries into an expensive car Whether the reports indicated widespread abuse of food stamps as some critics charged or were simply isolated incidents of abuse as others claimed became academic Jan with the first phase of the new program The new program will reflect beneficial elements of the old program and address criticisms leveled by the general public the press food stamp users and state and federal agencies responsible for running the program Gone will be the requirement that many households purchase an allotment of stamps since this rule kept poor families out of the program Benefits will be retargeted to aid these families and remove those at upper income levels Added will be provisions intended to ease access to food stamps for the elderly disabled working poor and other groups Work rules governing participation by students and the able-bodied will be tightened Incentives will be added for those holding low paying jobs to keep them working Penalties for program abusers will be strengthened along With
