The officer's first responsibility should be to help the child get to the bottom of his problem. The officer should have an understanding of human behavior and obtain all pertinent Information relating to the child's problem. There is no question but that in some communities a great volume of delinquency is aggravated by improper law enforcement procedures. These people are first to criticize the juvenile court system," he said. The police chief added that political pressures are often brought to bear on police by influential citizens.
