State school officials want mpre money for reading and math programs in elementary schools than the Office of the Legislative Fiscal Analyst has recommended. Last year, the state Legislature put $15 million towards i a reading improvement program for kindergarten through 3rd grade, with $15 million to be matched by local , R-S- school districts. But $2. million of the state's portion was e a appropriation, so one-tim- the analyst's proposed budget for next year is $12.5 million. Associate State Superintendent Patrick Ogden said the state Office of Education established the program with the idea that the $2.5 million would turn into funding. "The districts took a leap of faith assuming the money would be fully matched," he said. "We're asking for $2.5 million to make it whole." Each school received about $34,000 for the reading pro. gram. The program is in the middle of its first year, and is being administered according to needs in each district. School officials also asked for $16'million in funding for a new math improvement program for students in fourth, fifth and sixth grades. But the analyst has recommended the $16 e million come from funding. That program would be tailored to each district, like the reading program. Primarily, the money would go towards professional development for teachers, to better prepare them for teaching math concepts, ' Ogden said. Standard-Examine- r Transportation plans pass subcommittee A joint appropriations subcommittee Monday unanimously passed a number of tentative appropriation plans dealing with transportation. The plans differed little from other years, and most of the discussion in the Transportation, Environmental Quality, and National Guard Joint Appropriations Subcommittee , centered around details. But recurring in the discussion were concerns abouWhe conflict between legislative leadership and the governor. While Monday's agenda planned for use of funds earmarked annually for transportation, senators and representatives in the meeting also discussed the annual $85 million Republican leadership wants for the Centennial Highway program. They asked a representative from the governor's office present in the room if the governor planned to stick with his . proposal of $33 million as a e deal. He said the proposal was "pretty firm." The bill, sponsored by Rep. Steve Clark, wouldn't penalize companies that don't file returns online. And it only applies to businesses that file 101 or more Jncomejax returns per year. Inheritance tax resolution passes House lawmakers passed a resolution Monday asking Congress to permanently repeal the inheritance tax. Rep. Mike Morley, Fork, resolution sponsor, saicfthere's an effort in all 50 states to push Congress to repeal the tax. He said the government loses money through the tax, because people have to sell off inherited businesses and farms to pay it. The tax is a product of an unholy marriage between the two certainties in life, death and taxes, said Rep. Dave Clara. He supClark, ported the measure. Rep. The bill carries a $78,800 price tag, including a $3,000 start-u- p cost for its first year, and $75,800 the next year, according to the Office of the Legislative Fiscal Analyst. The money would pay for a state courts mediation coordinator, and includes $10,000 for clients who can't afford the required mediation. Although the program will cost the state money, over time the state could see a reduction in litigation for domestic disputes and divorce. The state's 3rd District Court already has a divorce mediation program, Ferry said. "We know, based on experience, that mediation works," he said. Lori Nelson, an attorney representing the Family Law Section of the Utah State Bar and the Utah Council on Conflict Resolution, said the bill could "shift the culture of divorce" and "keep people out of court. "Mediation has been shown toincrease the level of future cooperation," she said. Ben It creates a Ferry, mandatory mediation program for divorces, although divorcing couples could be excused for good cause, as determined by the court, mediator or the program director. Under the bill, the parties would only be required to attend one mediation session sometime after filing a divorce case, if there are any contested issues. In mediation, a neutral person tries to help the two parties compromise on a settlement. Mediators must meet certain qualifications set by the courts. "There are significant benefits to mediation," Ferry said. "It reduces the number of cases that proceed to court, and reduces litigation dramati-- ' cally." He said there could be potential for revictimization or additional violence as a result " Amie Rose V DAILY IID240 HERALD State lawmakers passed a bill Monday to provide immediate relief to Washington ' County communities pounded by January flooding. The bill now goes to the governor for his signature. The legislation authorized a $25 million loan for Washing-- . ton County and its cities for rebuilding infrastructure, includ- ing roads, bridges and sewer and water lines. The loan, with a 2 percent interest rate, will be due May 1,2006. Local leaders who use the funds will have to report back to the state on how they were used. The $25 million will come from this year's anticipated general fund surplus of $50 million. When it's repaid, it will go into the state's rainy day fund. Last week, legislative leaders Republicans and Democrats and Gov. Jon Huntsman Jr. announced plans for loans to help those communities. In addition to the $25 million loan in the bill, there's also an existing $6 million revolving loan fund for rebuilding culinary water, irrigation and sewer lines. It has been known that the hepatitis viruses can cause liver cancer and that some forms of the sexually transmitted human papillomavirus can cause cervical cancer. But they were added to the list Monday only after officials decided to go beyond the report's historical focus on the occupational and environmental causes of cancer, said Dr. Christopher Portier, associate director of the National Toxicology Program, which prepared the latest update, "We felt (the report) needed to be expanded to include other things in our general environment that can cause cancer," Portier said. Dr. Michael Thun, who runs the American Cancer Society's epidemiological program, said adding the viruses was important. "These are human carcinogens and very important carcinogens," he said. The list, which now identifies 246 known or suspected cancer-causin- g agents, is intended to give people who may or may not be exposed to any of the substances something to think about, he said.
