For example, ninety percent of Upward Bound graduates enter Opportunity Associations (NCEDA), it promotes equal rights and opportunities for handicapped, first generation, and low income students by encouraging and supporting legislation for their benefit. In its region, it provides services to 72 programs including 2 Educational Opportunity Centers, 11 Talent Search Programs, 16 Upward Bound Programs, 40 Student 3 Support Services projects, and Veteran's Upward Bound programs. These programs represent federal funds totalling more than 7 million dollars and provide Ifl addition, participants are more than four times ap likely to graduate from baccalaureate programs as are students with similar backgrounds who do not participate. Special Services has been effective in keeping students in college. Students who receive the full range of services advisement, tutoring, and basic skills instruction are over twice as likely to complete their first year of college as students who do not receive those services. The local program does even better. Ninety two percent of those who sign up for the program complete' their firet year of college.
