J. Shepherd, waa discussed and a great deal of comment made. The communication follows: To the President and Members of tbe City Council: Gentlemen I desire to coll attention of the council to the charges made against the' police force of Ogden City hy one J. J. Shepherd, la which it in charged that certain members of the force are protecting vice and crime for a money consideration and threatening the life of J. J. Shepherd, and also that tbe fines imposed by our municipal court are regulated for and dictated by alleged Twenty-fift- h street gamblers. A few days ago I requested the captain of police to take possession of the various tools and devices used for gaming and to have them examined nn to the character of devices used.
