Both the individual income tax and the corporation franchise tax are earmarked for school purposes. In previous years when these, sources o I revenue have not furnished sufficient funds, the state levied an additional prop erty tax. This tax was levied on all districts alike and collected by the state. The money then was divided amongst the reCdy districts. 'Fot, 1952 the state property tax wkabolished and sufficient funds were transferred from sales tax 'revenues to the form school fund to make a balance. in order to 'assure that dis &lets would have home con- trol over their school programs' the law provided for an additional "leeway" levy. Any trict that .so desired could go over the basic program by 30 per cent or by the amount that a levy would provide, whichever was greater. Jordan could go 100 per cent over its program with a levy. Other districts had to levy more than 8 mills to get the 30 per -cent increasi. :Murray district, for instance, would have had to levy more than 13 mills to reach the 30 per cent levy.-- In the 1951 special session of the Legislature the law was amended to 'provide supple- aid. The state said that mental , any district that would levy an tax and still was unable to reach the 30 per cent level would be given state help. That is, the state would pay-th- e ference between ' the money raised by the ley and the amount necessary to pay for the 30 per.cent increase. Districts also were authorized to add' another 10 per cent, making the total 40 per cent above thetasic program, if they financed this additional portion of the program from their own - six-mill -- ',!, - , ' '. - . - - - '' e ' ' - S;;. .
