Information on the best insecticides and dosage to use, under the particular conditions of any farm, may toe obtained from the county agents office at the court house in Brigham City, Allred says. Utahs Income Tax Goes Up Faster and Higher Than Virtually All in U. S. Utahs present individual Income tax rates 'are among the most steeply graduated and personal Income exemptions are among the lowest of any of the twenty-ninstates that impose a state income tax. These facts' were disclosed in a special study released this week by Utah Foundation, the private nonprofit tax research agency. Only four other states in the nation impose a rate as high as the present Utah rate of 5 percent on the fifth thousand dollars of taxable income, the report continues. The Foundation study points out that eight of the eleven Western States levy a state individual income tax. Utahs rates result in a higher tax than is imposed in any other Western state except Oregon for all net incomes up to $15,000. More than 99 percent of all Utah taxpayers who filed state income tax returns in 1952 report net incomes of less than $15,000. Five In West Tax According to the Foundation analysis, five of the eight Western States having an individual income tax, as well as the fed-eigovernment, permit the between splitting of Income husband and wife on join re e Leon M. Such a provision lessens the progression in the rates and reduces the effective tax for married couples. Utah is one of the three Western states that do not permit tax splitting for married couples. The original Utah state Individual Income tax law, enacted in 1931, imposed rates on one to four percent, graduated by percent and percent increases, with the 4 percent rate applying to all taxable ' income over $8,000. The personal exemptions allowed were $1,000 for single individuals and $2,000 for married couples. Rates were increased to present levels and examptions reduced in 1935. Some Social Security Payments Will Rise Under New Provision Effective Monthly payments to beneficiaries now on the rolls may be increased through the dropout provision of the 1954 amended Social Security Law. However, Jay M. Hansen, field representative of the Ogden district office, explained that these individuals must meet certain additional earnings requirements. , To qualify, an individual must have six quarters of coverage (about 1 years of work) after June 1953. A quarter of coverage is any calendar quarter in which the individual is paid at least $50 in wages or can be credited with $100 or inmore of come. 4 Millions of beneficiaries received automatic increases in their benefits for the month of September, 1954. Many of those who , meet the above requirement may qualify for a still higher benefit, it is necessary that they file an application for a drop-ou- t recomputation. This type of an increase is not . Mr. Hansen explained further benefits under social security are computed on average monthly earnings. Consequently, any year or low tor no earnings under social secqr-it- y will result in a lower benefit. The drop-ou- t provision tof the amended law provides that as many as four or five years may be dropped when computing an individuals benefit. Five years may be dropped only when the individual has 20 quarters (above five years tof work) under social security. All persons who reach 65 after August 1954 will automatically have their benefit computed with the drop-ou- t provision., Hansen advised that beneficiaries who were receiving benefits in August 1954 should consult With the nearest social security district office if they have acquired six quarters of coverage after June 1953.
