Academic REGULATIONS COUNCIL STUDENT JUDICIARY PROPOSAL The purpose of the institution of a Student Judiciary on the Westminster College Campus is to create more student involvement within the college community, and to give students a greater hand in tlie operation of their community. Student Judiciary Powers The Student Judiciary has the following powers: 1. To recommend expulsion and suspension from the college. a. To review all decisions of the Student Judiciary, at the request of the student in- volved. 2. To enforce expulsion or suspension from the college. 3. Judicial System and Procedure In all instances of violations of the general campus regulations, the defendant will have the opportunity of choosing between having the Student Judicary or the Administration hear his case. In any instance, the decision of the Student Judiciary or the Administration can be further appealed to the Review Board. In all cases, the decision of the Review Board will be final unless the case merits reopening because of the introduction of new evidence. A fact finding commission will be appointed by the Chief Agent of the Student Judiciary to present the facts cf a violation to the court. Procedure In order that this system may function properly, the following procedure is set: 1. Action may be initiated by any individual of the college community (student, faculty member, or administrator at any time by filing a complaint on the proper form. This form will be available in the office of the Chief Agent of the Student Judiciary. 2. The Student Judiciary must meet regularly every tw'o wreeks at a scheduled time. Unscheduled meetings must be called by the Chief Agent within twenty - four hours of the request of any Student Judiciary member. 3. The Student Judiciary, on its own behalf, or on the behalf of a student may summon any student as a defendant or as witness to appear before the Student Judiciary. Failure to comply will result in a penalty. A report of a disciplinary action by a dormitory 4. council or the Student Judiciary must be filed with the S.G.A.C. and with the Dean of Students. 5. Appropriate forms should be used for filing a complaint, summoning a defendant, summoning a witness and submitting the report. Composition of the Student Judiciary The Student Judiciary will consist of five (5) student members. Qualifications, Selection, Term, and Voting Rights 1. Qualifications a. All students meeting the qualifications (see 1 above) will be asked to designate whether they are interested in serving on the Student Judiciary. b. From those interested, the president of S.G.AXJ. will appoint five (5) members, with the approval of S.GA.C. Of these five members, one must be chosen from each of the dormitories; two must be chosen from town students; the fifth member can be either a dorm or a town student 3. Term a. Students of a Junior status will serve for two years providing they remain qualified. b. Students of a Senior sta- tus will serve for one year. 4. Voting Rights Each member will have one vote. Composition of and Appointment to the Review Board 1. The Review Board will consist of five (5) members. a. Two (2) student members b. Three (3) faculty members c. Of the faculty members, one will act as Chairman of the Review Board. Qualification, Selection, Term, and Voting Rights of Review Board Members 1. Selection a. Student members of the Review Board will be appointed by the President of S.G. A.C. with the approval of the members of S.G.A. b.
