Technicalities of this part of the art are so complex that procedures have not as yet been developed for transferring National Defense Student Loans. The fund from one institution may not be used to purchase a note held by another institution. 19. Will the commissioner presently provide student loan application forms and promissory note forms for the institutions which request this service? No. A sample application form is printed in Appendix III of the manual. A sample promissory note form may be found in Appendix IV of the manual Institutions may duplicate these forms or provide their own forms. In the case of the promissory note, forms different rom the form suggested must be approved by the commissioner. 20. Prospective freshmen may receive favorable action on requests for loans. Will high school students and their parents receive information concerning the National Defense Student Loan Program? It is hoped that the National Defense Student Loan Program will make it possible for a great number of eligible students to enroll at the colleges of their choice. The information program as it affects high school students and their parents, high school principals, and guidance counselors will be the joint responsibility of the government and the participating institutions of higher learning, with the major responsibility resting with the institutions of higher learning. 21. Will a booklet providing information concerning equal annual repayment schedules and interest tabulations be available to participating institutions? No. Excellent publications which provide interest tables and repayment schedules may be secured through local bookstores. However, graduated repayment schedules, as approved by the commissioner in accordance with Sec. 205(b)(2) of the act, will be issued at a later date. 22. If a participating institution fails to use its entire allotment for a certain period, may the balance automatically be carried forward to the next academic period? Yes. 23. May a participating institution hire an agent such as a bank to administer its National Defense Student Loan Fund? Yes, provided the institution understands that it alone is responsible for the proper administration of its fund. 24. How will an institutions National Defense Student Loan Fund be terminated? Since each fund will consist of capital contributions from the government and from the institution in the ratio of total federal contributions to total institutional contributions, plus interest, and less litigation costs, the government and the institution will share in the distribution of the fund in the same ratio. After June 30, 1966, and not later than Sept. 30, 1966, a capital distribution of the balance of each student loan fund will take place. (This does not preclude the distribution of a fund before June 30, 1966.) Since a fund will undoubtedly carry a; number of credits, evidenced by promissory notes, the distribution of the liquid assets of each fund will continue until the liquidation has been completed. Jim Healy, junior basketball sensation, brought more fame and honor to Westminster College by winning the National Association of Intercollegiate Athletics Liston Award, highest honor given an athlete by the group. To qualify for this award the B student must have an over-a- ll average and must be a junior. Healy has a 3.9 grade average and last semester had straight A grades.
