Official correspondence made public at the state department Thursday discloses the fact that the Japanese government in announcing to the American minister at Toklo on February 6 of last year the breaking of diplomatic relations with Russia, assured him that hostilities would not begin until a declaration had been made, The correspondence so comprises much of the diplomatic exchanges between Washington and Tokio as the department thinks it expedient to publish, and among the first is the following official paraphrase of a cablegram from Minister Griscom, dated American Legation, Tokio, Feb. 6, 1904: Mr. Griscom reports that the minister of foreign affairs stated that a declaration of war will not be made until after the withdrawal of their legation, which will probably take two or three days, and hostilites will not begin until after the declaration of war.
