Show Old Prison Site Park Plans Revealed The committee set up to chart the development of a park to occupy oc-cupy the area which was once occupied by the State Prison on 21st South and 15th East came to an agreement Tuesdayt As a result their signed recommendations recommenda-tions will be submitted to a meeting meet-ing of all of the city and county commissioners this morning. It is expected that they will accept the proposals and move ahead very nearly in accordance with recommendations a reliable source said As it now stands there is a total of 119.85 acres in the total area split by tracks owned by the Denver Den-ver and Rio Grande railroad. The park is described as lying between 13th East and 17th East bounded on the North by 21st S. and on the South by the planned State Expressway which will be a part of U S. 30 leading trafifc from the City to Parley's Canyon. From the lowlands the rising contours slope north and south to spacious level land3 at street elevation ele-vation thus providing a variety of terrain for landscaping and utility. From the park there is a magnificent view of the mountains. moun-tains. It is also in the center of the growing residential area and the comprehensive; longrange planning of the committee provides an ideal procedure for the maximum use of the land. The committee specifically recommended: re-commended: 1. that the entire area be landscaped land-scaped and beautified for maximum maxi-mum recreational, educational, historical and cultural use for the citizens of the county and visitors. 2 that the entire prison should go, that no walls or towers or any vestige of the prison remain for while it served its purpose preservation preser-vation of any part of it will serve no beneficial end. All buildings erected should be owned and operated under the control of a Park Administration. 9. A tourists orientation building build-ing should be set up in the northeast north-east corner also to house the Park Administration. 10. The committee took note of the fact that their recommended plans could only be carried out at great cost But, that it should be done a little at a time and that the nature of the project justified the allocation of sufficient funds each year to provide for continued development toward the ultimate goal. They also noted that the -time would probably come when public spirited private donors would volunteer to promote the project as they had other worthy causes during the past. 11. The Park Authority recommended recom-mended by the committee should be jointly selected by the City and County and made up of public minded men who would serve for the love of service Their terms should be overlapping. Also the possession operation and development develop-ment of the Park would be theirs as largely as possible and they be allowed to employ a paid staff. It was recommended that the Denver and Rio Grande close down and remove its tracks through the park area which would probably not be difficult to accomplish since the railroad has already closed out its Park City service. Another recommendation would allow for the acquistion of property lying between this tract and 13th East and for addition to the park of the property lying between be-tween it and the extension of 17th sonai sense or responsiDiniy ior operation and development among the people of the city and county. Pending legislative action an operating committee can be appointed ap-pointed with sufficient appropriation appropria-tion to get started. 12. This recommendation considered con-sidered the legal status of the land. The committee members were Harold F. Fabian, Chairman, Pearce Brady, Otto Buehner, Commissioner Com-missioner E. Q. Cannon. Roy D. Free, Richard S Roberts, and Commissioner L. C. Romney. East. Accessibility to and from boundary streets is particularly important since the south side will be entirely closed by the coming expressway to Parley's Canyon. 6. .Committeemen recommended that this be done as soon as possible possi-ble to avoid rising costs 7.
