Mr. Burton may have been merely pointing to a cost of construction in more meaningful terms to the people in the audience. Had we heard only that statement we might go along with this inference. ' But such is not so. The tour was a depressing one. The attitude of the road people was authoritarian and tyranical. In one bus there was an exchange of words between the guests and a member of the high way department. This was of such a serious nature that the master of ceremonies felt called upon to mention the incident and that an apology had been offered by the highway man.
