Mr. Slack presented a petition from members of the Washington County Silk Culture Association, asking that prizes be offered for the production of silk.; Referred to the Committee on Agriculture. . Mr. Francis introduced C. F. 27, amending amend-ing an act incorporating the City of Morgan. Mor-gan. Referred to . the Committee on Municipalities and Towns. ' C. F. No. 8, pertaining to highways, was considered under the special order. When section 12 was reached, Mr. Barton Bar-ton moved a long substitute, but after making other amendments, he withdrew his motion to substitute section 12, and the bill was put on its passage and unanimously unani-mously carried. - A message from the. House was read relative to a concurrent resolution appointing ap-pointing a committee of two from the House and one from the Council, to take into consideration the circular and letter from L. Q. C- Lamar, Secretary of the Interior, relative'to authorized expenditures expendi-tures by Territorial Legislatures. On motion of Mr. Sharp, Council concurred con-curred in the House resolution, and Mr. Sharp was appointed on the committee. Substitute for C. F. 15, defining the manner of determining disputed county boundary lines, taken up on its third reading under special order, and was adopted in place of the original bill. After slight amendment the bill passed. At 4 :30 adjourned till 2 p. m. to-day. The House. , "'February 1. Mr. Cannon, from the Committee on Education, recommended that the report of the Territorial Superintendent Superin-tendent of Public Schools be transmitted to the upper house. The report was referred re-ferred back to the Committee on Education. Educa-tion. The bill to encourage the growth of timber was then taken up as the special order, and after an hour's discussion was re-committed to the Committe on Agriculture Agri-culture and Irrigation. A communication was read from . His Excellency, the Governor, giving his reasons rea-sons for vetoing H. R. 16, which appropriated appro-priated $10,000 for compiling the laws. The Governor believed the laws of Utah needed a revision rather than a compilation, compila-tion, and that money expended for the latter work would be wasted. The handling hand-ling of so large a sum of money should be done by legal officers acting under valid bonds. The present Territorial Treasurer and Auditor were holding over long after their terms expired, and their bonds, if they ever were legal, were so no longer. Many of the present laws of Utah were in direct conflict with those of I Congress. This resolution proposes to republish those laws, and asks that , the sum of $10,000 be taken from all classes for that Durnose. The communication was read twice, spread, on the minutes and referred to the upper House. Adjourned. ' February 2. The minutes of yesterday were read, amended and approved. Mr. Baty represented a petition from the people of Brigham City, Box Elder county, in regard to their taxation. Committee Com-mittee on Ways and Means. Mr. Smoot, chairman of the Committee of Asylum of the Insane, reported back the report of the Asylum, with recom mendations that it be forwarded to the Council for their approval. Mr. Thurman, chairman of - the Committee Com-mittee on Claims and Public Accounts, to whom was referred the petition of A. A. Anderson, reported the same back with recommmendations that it be rejected. Mr. Thurman, of the Committee on Claims and Public-Accounts, to whom was referred the petition of A. J.Johnson, J.John-son, tax collector of Tooele county, asking ask-ing that he be allowed the amount of $95.49 for taxes uncollectible, recommended recom-mended that the amount be allowed; also the petition of William Aston, collector. col-lector.
