Show HEALTH BOARD EXPLAINS NEW UTAH MARRIAGE LAW explanation of the new utah premarital law which goes into effect I 1 on july 1 1911 was made public this week by welby W bigelow Big clow al D director of the state bureau of V venereal enc real disease control the fo following information and explanation of the law tells what hat its purposes are and gives its provisions on july 1 I 1941 the law requiring examinations including serological blood tests for syphilis before marriage becomes effective the law provides that every person con tem plating marriage must present to the county clerk before receiving their license a certificate signed by a physician and surgeon stating that the applicant does not have a venereal disease which is or may become communicable the certificate must al also so be signed by a laboratory representative testifying that a serological logical blood test for syphilis has been made the serological logical blood test and such examination as is necessary for the discovery of a venereal di sease must be made with fifteen days prior to the issuance of the license no license shall be issued nor marriage ceremony performed before each party parly thereto has procured a certificate form procedure if examination is mad in utah ulah 1 the applicant consults a I 1 clan cian for an examination and blood I 1 test 1 2 the physician sends a specimen odthe of the applicants blood to an ap proved laboratory 3 the laboratory examines the sy specimen pe c am tills out the upper half of the certificate form and trani irani zits mils it with a confidential report i of the result of the test to the phy asician i i 4 after careful examination of the applicant and the laboratory re port the physician completes the 1 certificate form and gives it to ane I 1 j applicant I 1 j I 1 5 the applicant then presents th the co completed certificate form to fo th the el i county clerk who issues the marriage license I 1 I 1 Proceed ure if examination is made madd s outside the state stale of utah I 1 1 the applicant for marriage writes to the utah state department I 1 of health for me ine certificate form 2 the applicant then may consult any licensed physician and surgeon for or the examination 3 the certificate form is sent with the blood specimen to the laboratory 4 blood tests made outside the he state must be made in a state la laboratory lur atory and a copy of the results eisent sent to the utah state department I 1 of health 5 the laboratory after cramin ng the specimen sends the confidential report of the test and the partially completed form to the physician 6 the physician completes the form arm and gives it to the applicant who presents it to the county clerk who issues the marriage license approved laboratories where tests may be made in the state are the utah state department of health branch laboratory at the iron county Hi spital cedar city the dee hospital laboratory the L D S hospital laboratory the national laboratory the ogden medical laboratory the salt lake city department of health laboratory the veterans hospital laboratory the wasatch laboratory the dwenger laboratory and the utah state department of health laboratory |
