Show I I 1 1 The Enterprise Review , October 6, 7976 Letters Editor MR Atfc Editor: Mr. Akerlows article on Transfer of Development Rights in the Sept. 29 issue reflects the'skepticism of many people in the valley, and rightly so. This is a new concept which is presently being used in just a few locations around the country; however, it is being used successfully as a tool in maintaining valuable local agricultural economy. Currently "TDR" is merely a concept discussed by the Agricultural Advisory Subcommittee of the 208 Water Quality Study. This subcommittee is sponsored by the Salt Lake County of Governments and is composed of local should be preserved, the "TDR alternative. mzy.be investigated as an Mr. Akerlow is assuming many aspects about TDR which are not correct. In the event this concept is seriously considered, we will be happy to correctly inform Mr. Akerlow, development interests, farmers, political leaders and the general public as to the purpose and mechanics of Transfer of Development Rights. Pragmatic Dogmatics PARTY LOYALTY by Kent Shearer conventions and primUtah intra-part- y aries now have run their course. Save for the Democratic write-i- n effort against their legal Second District Congressional candidate, Mr. Howe, respective candidates have been selected, certified and will appear under their partys column on the general election ballot. Less than five weeks remain until the 1976 results are determined. Until then, frenetic electioneering will be the rule. To what extent do party members owe allegiance to those their organizations have selected to bear their standard? Unlike some questions, the one just posed does not answer itself. Quite the contrary, it is a when analyzed seriously query that tends to raise many more problems than it solves. For example, assume you are a member Further of, say, the Free Silver Party. imagine that the Free Silver ticket, come November, will sport: (a) a U.S. Senate nominee who is backed by a free coinage of zinc lobby which for years has attempted to convert true free silverites to its alien creed; (b) a County Commission nominee who, to your knowledge, hoards gold bullion; and (c) nominee who, in the primary, defeated your favorite by casting unfair aspersions upon both your mans record and his character. The manager for candidate "a approaches. "Look, said he, "you would expect us zinccrs to back your faction had it won. Dont you owe us the same. Besides, while we free zincers may go a little further on coinage than do you silverites, we both want to depart from gold. And gold, after all, is the enemy. a State Legislative manager for candidate "b follows. "Really, pal," he proclaims, "I know that my man. who hoards gold, doesnt practice what we all preach. So hes got his own little weakness. Dont we all have one or another. The important thing is that hes for free silver legislation, as are we. And its the public man, not the private one, for whom w'ell vote. The manager for candidate c is hot on their heels. "I know we were kind of rough during the primary, he chuckles. "I dont blame you if you're a little miffed at our suggestion that your favorites summer visit to Sutter's Creek showed hed been tainted by gold fever. But, at that, you guys werent too kosher in your implication that The the nominee couldnt tell silver if he saw it. None of the advocates make much impression. On the other hand, shaky reeds that each may be, none is of the hated gold standard persuasion. Moreover, except for the questionable three, the rest of your silver ticket is to your mind admirable: should you imperil the support of that balance by bolting in public from any or all of the three? Or should you sit on your hands, be quiet, and perhaps utilize your secret ballot to submarine those you consider enemies to your holy cause? There is another alternative, one Id choose. Discount the managers, talk to the dreadful three, try to elect them, hope you can modify their excesses, and keep in mind that you have no more right to read them out of the free silver movement than they have to expel you. If, despite your bona fide efforts, they lose, youll get your chance next time. Are you to win then, they cant back off of you, for you didnt abandon them. Yours is the ultimate triumph, for as some say you havent gotten mad. and whats more if occasion arises, youre perfectly positioned to get even. A |
