With 97 percent of Lake Powell located in Utah, Arizona benefits from gasoline, payroll, sales, and income taxes all being paid in Page, Ariz., a quarter mile from the Utah border. Where were the environmental freaks who allowed a power plant, a dirty power plant, to be built right on the shores of Lake Powell? Black asks. And furthermore, who has ever looked out for Utah?
