Maternal grandparents are Mr. and Mrs. Newel Rees of Wales, ITHby STELLA r DAY Riley Wood: Legal Billing Letts Bruce: Circulation Marge Barton: Reporter Photographer Compositor - Photo Reproduction Classifieds - Subscription Billing Since we will soon be voting for new officers to maintain order in Our Town, as well as other offices, I thought it might be interesting to name the first officers who helped govern Fillmore and Millard County, since there are many new residents who are not acquainted with the early history of Millard. The United States Government expected the Mormons to see that the laws were obeyed and those who broke the law were punished according to law. The only governing power was the church, therefore the Bishop and Presiding Elders were expected to be responsible for these duties. There were no political parties, the Saints knew that there very existance depended upon obeying regulations of the Church authorities. However, there were certain officers who were elected. There were no political parties but a committee was appointed to select men for office with no regard to political parties, thus there was only one ticket. There was a strange conglomeration of city and county offices in Fillmore, since it was the only settlement in the county for a number of years. We have a difficult time making certain who some of these officers are, since the records were kept by the Church and sometimes the officers were not able to read and write, while others were such poor spellers that it was almost impossible to make out some of the names. The very first officers we have any record of was in February 1852 (they came to Fillmore in October of 1851.) Anson Call was Probate Judge, Peter Robison was Clerk of the Court, Orange Warner, Samuel P. Hoyt, Noah W. Bartholomew were selectman. John Dutson was Treasurer and Collector; Josiah Call was Sheriff; Orson Taylor was Deputy Sheriff; Chandler Holbrook, Surveyor; William Felshaw, Representative to the Legislature; and Anson Call, Counselor (Senator) to the Legislature. (Anson Call had another in Bountiful, and this job gave him the opportunity to spend part of his time with his first family, since he brought his new wife with him to Fillmore. In 1853, James McGraw was Counselor to the In Legislature and William Felshaw was Representative. Mr. and Mrs. Jerry C. and Mr. and Mrs. Gerald J. The wedding will be held Sunday, August 22, 1982 at 4:00 p.m. It will be held in Francis Xavier the St. Catholic Church in Missoula, Montana. 1854, T.R. King was Probate Judge; John A. Ray, Counselor to the Legislature; John Carling, Representative to the Legislature; but John Carling took pneumonia on his way home from the Legislature and died, and John Eldridge was made Counselor in his place. Reuben McBride, Samuel P. Hoyt, and Thomas W. Smith were Selectmen. Thomas R. King left on a mission in 1855 and William Felshaw was appointed Probate Judge and Justice of the Peace in his place. In 1856 Samuel P. Hoyt was elected Delegate to a convention in Salt Lake City to help frame a constitution of Utah and ask for Admission to the Union. In 1856 Alexander Melville, Jacob Croft and Samuel P. Hoyt were Selectmen. Hiram Mace was Justice of the Peace, and Chandler Holbrook was Surveyor in the year 1858. In 1857 Joseph Robison became Mayor of Fillmore with John Kelly Sr. as Recorder. Edward Partridge, Francis M. Lyman, James Owens, Lewis Brunson and Allen Russell all were Councilmen, and Fillmore was incorporated as a city which gave it the power to levy taxes, establish a system of common schools, provide a water supply; to open streets, light them and keep them in repair; to organize a police force, etc. They shall have the power (meaning the mayor and City Council) to appoint all such other offices by ordinance, to define the duties and remove them from office at pleasure. Although these officers had had very little scholastic education, they were strictly honest, fearless men, who knew how to conquer the wilderness, and wring a living from an almost desert country, and what is more they cared for the poor as well as the ones who had more financial backing.
