Craig Pflngsten, from Kiewit Mining group, met with the Board to discuss the proposed road realignment on a county road northwest of Milford, Also present were Harlan Thomas and Enoch Swain from Milford City. Milford City is concerned about dust from the trucks, speed of the traffic, and maintenance of the road. These are the same concerns the County has, as well as safety concerns due to the number of trucks on the road The matter was referred to Mr. Carriger to prepare a formal agreement. Richard Bradihaw and Noreen Bradshaw met wiih the Board to make a complaint regarding an Mr. incident he had with the Sheriff's office. Bradshaw is alleging police misconduct in an incident. Comm. Johnson stated that he had followed up with the officers involved and the stories of the different parties differ. Mr. Kanell will contact an independent agency to do an investigation of the incident. Skfap Thompson met with the Board to discuss the county library program. Mr. Thompson urged the Board to maintain funding for the bookmobile. Also, Mr. Thompson encouraged the Board to raise the pay of the librarians equal with employees in the road of Incorporation of the Municipal Building department and appoint Gary Sullivan, Chad W. Johnson, and Ross Marshall as Incorporators. Leo Kartell met with the Board to request reconsideration of health insurance claim paid as a provider, but would like to have the claim reprocessed as a preferred provider. It was moved by Comm. Marshall,seconded by Comm. Johnson and unanimously approved to pay the claim as a PPO claim. A request to have several county roads designated for ATV use was discussed. The matter tabled . Comm. Marshall and unanimously approved to hire Zions Bank as financial consultant to the public safety project. Veda Coi met with the Board to request funding for the EMT School recently completed. The total request was for $3,600. plus die fee for representatives from the Sheriffs office. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to pay the requested amount. Mike White met with the Board to request a road realignment on the Mountain Home road. Mr. White requested to have the County move the road outside of bis property. The Board's position is that the County is willing to act as applicant to the BLM but Mr. White would have to pay all costs of relocation of the road. Mr. White was not willing to pay die costs. The County will reopen the road that was closed by Mr. White. Adrie Roberts met with the Board to request the Board submit a joint application to the Community Impact Board and Local Economic Development - Initiative for the completion of a housing study. The matter was tabled. A Resolution Providing for the Creation of Municipal Building Authority by Beaver County, Utah: Approving the Articles of Incorporation and Bylaws Relating Thereto; Authorizing Official Action in Connection Therewith; and Providing an Effective Date;was reviewed. Johnson and unanimously passed to approve the minutes. Kimball Young met with the Board to present a proposal for providing financial advisory services. The matter was tabled. Rob Adams, from Circle Four Farms; and Kimball Young, from Lewis Young, Inc. met with the Board to request the Board sign an inducement to allow Circle four to participate in a tax free bond issue. The issue was discussed at length. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to sign the Resolution expressing Official Intent Regarding Certain Capital Expenditures to be Reimbursed from Proceeds of 7, It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to have Comm. Sullivan sign a letter approving a contract for a power hookup on Frisco Peak. A letter from Nye County requesting financial participation in a Nevada county lawsuit re: federal land issues was reviewed. No action was taken. A notice of sale of state lands was reviewed, The matter was referred to Mr. Carriger for research. A letter from the Utah Committee for Geographic Names was read. No action was taken. A letter from the UAC Risk Review re: an inspection that was done was reviewed. The matter was referred to Mr. Carriger for action. A letter from the Department of Water Quality re: Four Farm sites 204, 205 and 206 was read. This was for information only. A letter from the Division of Water Resources re: an application for a pressurized irrigation system was read, application was submitted by Mammath Canal & Irrigation Co. A letter from Kyle Jones re: the maintenance of a county road near the Green Diamond Ranch was reviewed. The tetter stated that the road needs to be repaired and the weeds need to be mowed. The matter was referred to Mr. Carriger for action. A status report of centrally assessed appeals was reviewed. Appointments to the Service District 1 Board were reviewed. The matter was referred to Mr. Carriger because the letter ,was recommending 9 members to the Board and only 7 members are permitted. Bills on file were approved for payment.
