Those present were Gary E. Sullivan, chairman Chad W. Johnson, member. Ross Marshall, member, Douglas Carriger. planner and Paul S Barton, clerk. Minutes of the September 5. 1995 meeting were read. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously passed to approve the minutes. Dave Nelson, from the UAC Insurance Mutual, met with the Board to discuss the County's property and casualty insurance. Random drug testing of CDL license holders was discussed. The matter was referred to Mr. Carriger for action. Craig Thompson and Mike Meador met with the Board to explain the States Wide Area Computer Netw ork. A change order on the new parking lot east of the courthouse w as discussed. It was the consensus of the Board to pay i of the bill of $ 19.835.00 foratotalofS9.917.50. May Atkin, Lucille Strong. Shirley Howard. Helen Marshall and Alice Gillies let with the Board to discuss the maintenance agreement on the Old Courthouse.. Final approval of the agreement w as tabled to the November ' meeting. The proposed public safety7 building was discussed. Public hearings were set for November 1 6, 17 & 1 8 in the major communities of the county. At 1 :00 p.m., a public hearing was opened for a zoning change on the petition of Advanced Development to change from Agriculture A-2- 0 to 0. Residential Craig Davis, Zoning Administrator, explained the zone change. No one appeared to comment on the change. The hearing was closed for public comment at 1:40 p.m. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to approve the zone change except parcel 2 150. A state land lease application was reviewed. The application was for The Board had no problems with the application. a road Jim Bohn and Scott Munson, from UDOT, and Steve Atkin, from Beaver City met with the Board to discuss the possibility of a land exchange for the location of the proposed public safety building and a possible future location of state and county road maintenance yards. Mr. Carriger will work with IJDOT and Beaver City to work out an agreement. Steve Atkin, Beaver City Manager, met with the Board to discuss a proposed annexation north and west of the existing city boundary. The Board had no problem with the proposal, . John Williams, Five County A.O.G. Director, met with the Board to review the capital improvement lists of entities of the county for the Permanent Community Impact Fund Board. Also present were Steve Atkin, Craig Davidson and John Gledhill. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to accept the list. Members of the 4-- H Teen Council met with the board to report on the 4-- H activities during the year. Also, the group requested that the Board 1995 as Beaver County 4-Week. It proclaim the week of October 22-2- 8, was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to sign the proclamation. A property tax appeal from Margareta Knapple on parcel B V- - 860-- C was reviewed. This appeal was filed on tine, but was misplaced. The matter was referred to the county Assessor for review. ''. application. Bills on file were approved for payment. There being no further business, the meeting was adjourned. i Construction 19. : Mr Carriger explained the process of forming and operating a Building Authority. Mr. Carriger will have a resolution prepared for the Board's review at the November meeting. A letter from Intermountain Benefit Administrators re: a proposal to health insurance tunds was reviewed. 1 ne change state law re. self-fundclerk will draft a letter pf opposition. , , . A request of a county employee to have a claim paid as a PPO provider when the facility wag not covered as a PPO for this procedure was discussed. The Board declined the request. A budget request from SW Public Health for an increased population in Beaver County was discussed. The budget request is based on an estimated population of 7,000. This figure is much too high and will be contested. The Board discussed the implementation of impact fees for Beaver County. Mr. Carriger explained the current law. Mr. Carriger will pursue the implementation of impact fees for roads, public safety facilities and storm drainage and flood facilities. The Board discussed different financing alternatives for road construction and maintenance. Several options were discussed. Among those were: I, Impact fees can be used, 2. A special service district could be formed, etc. The matter was referred to Mr. Carriger. The Board discussed the need for a survey for a future road from Milford south to the county line along the railroad right-of-waThe cost of the survey would be approximately $15,000.00. The Board discussed the need for cellular phone services. No action was taken. The Board discussed emergency phone service at the Mt. Holly fire station. The county will buy the phone and pay for the installation if the Fire District 1 will pay for the monthly cost for the phone line, Consideration of a BLM application for a road right-of-wa-y near the Thermo road was discussed. The application will be filed by Beaver County and all costs will be paid by Circle Four Farms. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to file the October 9, 1995 TIME: Approi Minutes will be presented for approval at the next regularly scheduled meeting.
