Mr. and Mrs. Verl A. Walker have three nieces with them for a short visit. They are Michelle, Trina and Teresa Erickson of Lewisville, Ida. Mr. and Mrs. Don Leavitt and family attended the funeral service of her mother, Mrs. Effie Peterson, at Grover, Wyo. last week. Captain and Mrs. Robert Winegar and four children will arrive Tuesday from tt AFB, Omaha, Neb., to visit for two weeks with both of their parents, Mr. and Mrs. Eugene Prigmore, Kaysville; Mr. and Mrs. Wayne Winegar, Riverdale. Mrs. Lois Stephens and family; Mr. and Mrs. Ross Davis; Mr. and Mrs. Greg Davis and three children of Bountiful; Mr. and Mrs. Alan Yeaman and three children; and Mr. and Mrs. Jeffery Purdy of Layton all attended the Roberts family reunion on June 14 at Henefer. Mr. and Mrs. Robert B. Major entertained at a traditional family picnic dinner on July 24 at their home for Of-fu- family members. Guests were Mr. and Mrs. E. BIKE RODEO WINNERS Individual presented trophies were to the youth winners of the Kaysville East LDS Stake Cub Scout Bicycle Rodeo. THE EVENT was held Friday, July 20 at 7 p.m. at the stake center parking lot with 18 cub scouts participat ing in the competition. Cub Scouts from each ward in the stake entered in the age group. age THE BOYS were timed on speed and skill with five tests involved according to age groups. Winners with the fastest event was Kaysville 9th time were Timothy Wangs-gaareight year old from Pack 307 of the Kaysville 9th Ward; Rickie Condie, 9 year old, Pack 307, 9th Ward and Darrin Porter, 10 year old, d, Pack Ward. 351, Kaysville Ward. They included Tim Wangsgaard, Rick Condie, Chris Reynard and Darrin Porter. The winners received first place ribbons and Cub Scout in addition to individual trophies. 13th . Whether the bill is expected or unexpected, it represents the first step in the process the IRS uses to collect back taxes. Bear in mind that when confronted with the IRS collection process, you have certain rights. Heres how the IRS-- ' basic collection procedure works. WHEN THE IRS bills you for additional taxes, you have ten days from the date of the bill to pay. After ten days the IRS begins to assess interest on the amount you owe and a late payment penalty and may begin formal collection actions. If you believe the bill is wrong or you may not be able to pay it right away, you should immediately contact the IRS office which sent the bill, or telephone or visit your local IRS office and explain your problem. This will prevent unwarranted enfor- cement action and aliow you to either work out a payment plan with IRS, or appeal your tax bill. IF YOU agree you owe tax, but think you cant pay it at once, an IRS representative may work out a payment schedule with you. :If youve never had a tax problem before and require only a short time to make full payment (up to nine months from the date of the contact, depending on the amount owed) the IRS will often work out an installment agreement without asking for detailed financial records. OTHERWISE YOU must present records establishing your financial condition (loan payment books, current living expenses, mortgage in-or rent books, unpaid bills, come and assets, etc.) and fill out a Collection Information Statement. After examining these items, the IRS will decide whether you can afford immediate payment or should be: put on installment payments. Any decision the IRS makes will be based on your ability to pay. When a taxpayer cannot afford any payment at the time, the IRS may delay until collection money becomes available. ALSO .YOU have the right to offer a compromise to IRS if you are unable to pay the full amount or if there is a question whether you owe the tax. The IRS will consider the compromise offer based on all your assets and your present and future earning capacity. .Throughout this process the IRS stresses that the most important thing for you to remember is to contact IRS. Otherwise, IRS may take enforced collection. ENFORCED collection begins with a statutory lien against a persons property. When the IRS files a Notice of Federal Tax Lien it becomes public record alerting creditors that a tax lien exists against property. The lien is released only when the tax due has been paid or adjusted. A lien could be followed by a levy on wages, salaries or bank accounts, or the seizure and sale of your property to satisfy the tax liability. AT ANY time during the levy process the IRS may release the levy if you established reasonable doubt that you owe the tax or that the levy would produce hardship. Of course, payment of tax also releases at least part of the levy. You may also redeem any seized property by paying the AS IN ALL IRS proceed--ing- s, you have the right to representation at the conference. You may also bring witnesses to support your position. . Appeals to the federal courts are made to either the U.S. Court of Claims or a U.S. District Court. Which of these you petition is entirely up to you. The Court of Claims is located only in Washington, D.C. and cases are decided by a judge. District Courts are located in each state, the District of Columbia and some territories, and you have the choice of trial by jury. Make your request for an appeals conference to the IRS District Director. It should be in writing unless the tax disputed is not above $2,500 for each tax period involved.
