Construction Con-struction of these roads is held to le of the highest importance by the war department. The need of a road between Hlythe in the Palo Verde valley and the Imperial Im-perial valley has long been manifest. , An endeavor is now being made to ci ire a possible appropriation from the legislature toward this end. Such I a road, Mr. Bigelow holds, would open S vast new territory and its outlet would be southward to the Imperial valley and San Diego.
