PFC Fowlke was killed in Vietnam. New Promotion Procedure Established WASHINGTON (ANF) The U.S. Army will begin on Aug. 1 a new procedure for measuring an enlisted mans qualifications for promotion. The requirements for promotion generally are unchanged. The new procedure will only compute a precise numerical score for each of eight factors considered essential for promotion. With these scores, a recommended promotion list will be prepared in an order of merit based on the total number of points awarded to each individual soldier. The major change under the new system will be a Standardized Promotion Scoring Form that will be used throughout the Army. The new procedure, which will be explained in a change to Chapter 7, AR will be used for promotions to E-- 5 and above. Enlisted men on current promotion 600-20- 0, lists will remain until these lists are exhausted. The relative weight given to each essential factor for promotion is standardised in the new system. This will not only permit uniform promotion policies and procedures for the entire Army, but will also permit each soldier to see how he stands in relation to all other soldiers competing for promotion. On the scoring form, a total of 1,000 points is possible, 800 based on administrative qualifications and commanders appraisals and 200 baaed on the promotion boards evaluation. The breakdown of factors, and maximum scores is: Active federal service, 100 points; time in current grade, 100; enlisted evaluation score, 150; civilian education, 75; military education, 100; physical fitness, 25, enlisted efficiency report. 250, and promotion board appraisal, 200. Administrative qualifications will be computed on the form and certified by the personnel officer. Each li-viduwill be given the opportunity to verify the com- -' puted values of these factors.
