Although there is no positive information, it is generally gen-erally believed here that the deposed emperor is dead. Xobody doubts that Vang and Chang Ven Iloon. who was minister at Waf-h-ngton in ls:i.- are both innocent of the charge of poisoning the emperor. Shanghai, Sept. Chang Ven lloon, the Cantonese enemy and rival of l.i Hung Chang, who is charged with harboring Kang Vu Wei, has been arrested.
