F. Gianotti presiding, last week took the first step in the payment of the city's w ater bonds which in all total $135,000. The bonds were issued in 1925 for the construction of the recent city pipe line from Colton. Since 1925 the city has been paying $8,000 a year interest with commencement of payments on the principal in 1936. By increasing the Sinking Fund levy from 3 to 5 mills which in effect made an increase of one mill in the general levy for this year over last, a payment of $13,000 for the next year will be made on the principal with $7,760 interest. Although the Sinking Fund has been neglected in previous years, the present city administration took a safe and sane step in order to meet the principal payment next year and in future years by building up a fund to retire the bonds. Helper is one of the few cities in the whole country that will not refund its bonds and throw a continual donation into the coffers of the bond holders. The balance of $25,000 1925 Sewer bonds has already been retired this year, thus establishing a municipal credit uncomparable with the average small city. The city administration of Helper is to be congratulated upon its foresight in preparing to retire bonds rather than refund bonds for continual burden on the taxpayers. Our neighbor city of Carbon county reduced its levy four mills this year but is still assessing the taxpayers four mills more than Helper and at the same time refunding bonds. From a financial standpoint Helper city is possibly the best situated in the state of Utah $135,000 bonded indebtedness and serving a populace of 3,000! Helper city water bonds recently sold on the market at $105 compared to the sale of U. S. government bonds at $80.00. Dr. and Mrs. A. R.
