Show CONGRESS OPENS NEW TERM. Appropriations Estimated at Near Five Billion Presented. Washington. Most of the features' usually attending the opening were lacking with the convening of the second sec-ond session of the Sixth-sixth congress con-gress on Monday, December 1. After perfunctory sessions, at which the annual appropriation estimates aggregating $4,S65,000,000, were presented, pre-sented, both senate and house adjourned ad-journed until Tuesday when President Presi-dent Wilson's message was read and legislative work started in earnest. The senate was in session twenty-three twenty-three minutes and the house remained technically at work for four hours, but considered only minor bills requiring unanimous consent.
