complaint made that the registration books are loaded down with names of persons who have long since died difior or removed from the precinct reC or city and it has been urge that particularly was made by the commission in their in instructions instructions and it was to the effect that the registrars under penalty of removal should make diligent nt inquiry in this regard and use all reasonable
