persons riding or driving any horse mule or other animals or teams upon any side walk in this city shall be liable for all damage done to side walk trees fences or other othe improvements around side walk and a fine of not less than one nor more than five dollars for every such of fence SEC sc 2 this ordinance to be in force f from r om and after its publication passed passe d J march ath 1854 J M GRANT I 1 mayor ROBERT CAMPBELL city recorder AN ORDINANCE in relation to assessing and collecting city 7 axes SEC 1 be it ordained by the city council ot of great salt lake city that the city marshal shall ex officio bority assessor and collector and it shall he be his duty to assess all taxable property within the limits of the city at its fair cash value and make returns to the city council of the same between the of april and the 1st ast of june 1854 1834 and said assessor shall thereafter assess and make returns to the city council between the of january jan U arcand and the of april annually SEC sc 2 the first assessment on goods brought into hito this city for sale shall be made by b y adding t to the amount of the invoice the ave average ri age per cent realized L or intended to be and all goods thus assessed but remaining unsold at the time of the next assessment shall be assessed like other taxable property all goods brought in by transient traders rr aders shall be assessed and the tax collected when they are exposed for sale mgt I 1 e immediately after the receipt of any rot 0 of goods intended for sale the owner or agents shall furnish the assessor and collector with the correct amount of the I 1 invoice a copy of which he shall file in the office of the city recorder SEC 3 in making such assessments the assessor shall provide himself with suitable books properly ruled for such purposes shall make his tax list in alphabetical order M and shall p pursue arsue that course in his official his judgment will enable him to complete the assessment in the most uniform for MR mannarind mann or arand arid litha ML the t time to aid him bim therein he m may ay when necessary leave with any person or at his residence a copy of the blank form of 0 f the tax list with the name of the person required to fill the same and a reasonable date on or before w which it must be returned written on the back thereof tb ereon and adv person furnished with said liba liat must comply with the requirement SEC 4 it the duty of the assessor and collector to return the list on or before the first saturday in june of 1854 and thereafter the second saturday 7 of april in each year SEC 5 it shall be the duty of the city council to sit on the first saturday in june of 1854 and thereafter the second saturday of april in each year and continue to sit from day to day to hear complaints if any and adjust the same to determine the assessor and collectors compensation and the rate por per cent for the yearly revenue SEC 6 immediately after the adjournment of the council the recorder shall write upon the head of the tax list the rate per cent for city and road purposes of that year and set each persons amount of city and road tax in the proper columns opposite his name and make a correct covy of said d list thus prepared and furnish the assessor and collector with the same and each of af the bishops or supervisors of the s several e veral wards of the city with a correct copy of the list with the amount of tax for road purposes affixed to each ach e name in their respective wards and file the original list with the office records SEC 7 the assessor and collector shall proceed to collect the amount of tax assessed for city purposes and pay the amount collected into the city oftener if required and take receipts for all payments and shall on or before the day of december make a full report to C and settlement of all accounts with the auditor I 1 SEQ sea 8 it shall be the duty of the auditor I 1 to keep tin an account with the assessor and collector debiting him with the amount of tax for i city D purposes appose a and crediting him with the amoun amount t of tax paid in and the compensation allowed him for his services SEQ 9 in case any person neglect or refuse to pay his bis tax rhen required the assessor heslor and collector is authorized and lul im powered to take and sell in a manner most advantageous for the owner enough taxable and kind of property SEC 10 the assessor and collector is is required and powered empowered im to collect taxes at the rate of the te previous year from any person p e r he presumes presume swill will remove from froia the tha city before the regular time for collection ani and to assess any person or property accidentally omitted during the time for assessments and must report his doings under this section in the same manner as though done with within inthe the regular time SEC U any person refusing or neglecting to comply with this ordinance shall bo be liable to a fine of not less than
