' The official public comment period runs from December 1 to January 5th. The hearings are scheduled only 2 or 3 days before the end of the public comment period. In order to comment appropriately, concerned citizens will have to read the permit application themselves. Since It Is a huge document written In technical language unfamiliar to most of us and Is available only at the Cannon Building In Salt Lake City, "rots of ruck. I finally got some Information on what Is In the Continental Solid Waste Incinerator application from the SHWB by telephone December 6. I am told that the operation looks very good on paper (translation: no problem getting a permit) This application specifies Continental will use propane as the supplementary fuel; the Air Quality Permit specified commercial grade natural gas which Is not available In Green River. Arrangements have been made for a full-ti- me Green River City at the waste Inspector facility overseeing Inspection and operations. The permit application describes an elaborate waste screening process using radiologic scanners, visual Inspection, a tip-o- ff platform with rollers, magnets and colls, and a cash reward system for employees who find waste In the waste stream and get It ouL I am told the application has a reasonable-looki- ng marketing non-permlt- ted study attached. There are a number of possible reasons Continental Is In such a rush to get Its last permit from the state. One possibility reported to me Is that the Industrial bonding authority to Green River will expire In 1990, and Continental has to have its permits In hand and commence construction to keep from losing the financing. Another reason may be fear that the 1990 Utah Legislature will change the rules about Incinerators siting, thus eliminating their Green River site. State Senator Stephen J. Rees has publicly discussed such a bill for the 1990 Legislature. Also, perhaps Continental and Its supporters are afraid their operation would founder on public scrutiny. At this point, weve only got until January 5 to ask questions and provide comments on the permit application. The SHWB cant or wont consider comments that dont address the reality defined by government regulations. On January 6, the SHWB will start reading through the public comments and decide If there are any permitting Issues addressed which require modifying the draft permit The permit will then be let, most likely before the 1990 Utah Legislature meets. Folks, It looks like weve been rolled. According to news reports from Salt Lake, Mayor Hatt of Green River Invited Rollins Environmental Services to consider siting on the West side of Green River In Emery County. Rollins proposed a commercial hazardous waste Incinerator In 1988 In Lynndyl, In Millard County, Utah. After mass opposition from the citizens, the Lynndyl site was eliminated by the new Utah Hazardous Waste Facility Siting Criteria. Rollins still has a commercial hazardous waste Incinerator application pending, and thus does not have to meet the new permit criteria adopted by the 1989 Utah Legislature. Lacking a site, Rollins put their permit application on "hold while they evaluate other possibilities Including Green River.UJpori finding a site which meets the state siting criteria And doesrft hve a lynch mob of locals In opposition, theyll plug a description of the new site In their pending application and proceed with the approval process. The Interim Health Committee of the Utah Legislature has already:- endorsed legislation which would eDmlnate this "grandfathering of pending hazwaste permit applications. ' Incineration President Dean Norris On Saturday, December 9, their announced his company had received plans for a commercial hazardous waste Incinerator and would be seeking a permit for a site about seven miles southwest of Green River In Emery County. The Emery County Planning Commission has the site from Agriculture to IndustriaL The site, Norris said, been asked to ne meets the state hazardous waste facility siting criteria.
