In other districts you have one man operating both your high school and your common schools, which undoubtedly Is nn Improvement on tho old doublo headed system, but yet lacks In cfllclcncy and economy. In othor districts you have no supervision of your grade whatever, which policy Is not productlvo of the host results, but In many Instances inures to the detriment or me Bcltools. V recommend a change In this Bjstem and nk that you adopt some policy whereby all tho schoolo will bo furnished (no sumo supervision, super-vision, lu your music work ou have four spcelu: tiirectoru who are doing you hood r.onlco and malting their imiutnco folt in tho community. After carefully considering this mattci, tvo arc ol tho oicnlon that you might riduce this number of directors providing pro-viding you adopt u policy whereby your schools will bo brought under un-der ono bourd of trustees, and ono corps of supervisors, who will suppllment each othor In their work of supervision. If our recommendations bo adopted, u feel that your schools will not lose any of their clliclency, whllo ou will save somo of the taxes of the people to bo spout In a much mora elleclUo manner. in visiting districts that have been operated under tho consolidated consoli-dated Bystem for somo time, we learned many facts concerning the BupcnlBlon of tho schools. In tho Jordan district that was consolidated consoli-dated lu 1906, we found a supervisory corps of two witli tnc as-ttlBtnnco as-ttlBtnnco of the music plans of t'ror. Klrkhnin, Superintendent liyiui has charge of tho Grnmmcr grades whllo Airs. Cosmo does tho supervising sup-ervising of tho primary grades. These two work together in drafting their plans and outlines, that each migh aid tho other and bu moro or less lamlllar with tho other's worn. Tiioso outlines are prepared pre-pared bi-monthly and sent out to tho teachers. Tho teachers meet in lustlluto and discuss these plans quito thoroughly, cacn bene-Htlne bene-Htlne by the opinion and assistance of tho other, the supervisors uro alwas prcsont at these meetlngB to answer all questions and maks ail necessary explanations, hating their work thus in hand the teachers return to their various ulstrlcts well prepared tor their class room work. Wo visited tho schools wlicro the plans ot these supervisors were being carried out and wo wore unanimous in our opinion that tho schools were doing most splendid work. Wo called tho tcucherB together and lnqulied or thorn ir thoy icit that this supervisory work was benchcinl and holptut to them lu their class room work. Each said sho wns materially aided nud felt that her school was better on account of tho aid received from tiiu plans furnished. They said they did not lose their Individuality by reason of using the outlines or tho supervisors, but that thoy had avory opportunity In making themsches felt lu their schools by their Individual methods, 'incy almost heartily endorsed tho worK or super lslon lu their district. Air. Ryun stated that it wns tho intention of tho board of trustees to secure tho son Ices of n music director for tho coming year. Wo also visited tho schools of Weber county thnt havo been consolidated for many years. Wo found about tho snmo condition existing lu Wober as w0 saw existing in the Jordan District, sao that in Weber county, they lmo a music director. Tho superintendent superinten-dent of Weber county does not outlino tho work for tho grammar grades. Wo felt that bettor work could bo accomplished if ahls was aono. Wo are united lu our opinion thnt undor consolidation you can obtain more elliclent supervision than under tho mothod now porsued in our county. Consolidation unllics, correlates, co-ordinates and -strengthens supervision by having all the 'supervision under tho direction or ono corps of supervisors that work unitedly together, each strengthening and supporting tho other, mo polIclcB of tlto superlntendenV hating been nccented and carefully passed upon by tho board of education, can now most offectlveny bo carried out. Tho board, tlio Zf V,' l',6"'8?"' klld tholr energy for tho accomplish-Shrn accomplish-Shrn i th,"B.'. .th0 8UccesB ot tho policies of tho district, more is no cross-lirlng, nor cross-purposes. All efforts nro harmonized har-monized nud correlated, woll balanced und woll directed iiA i mattor of. standards both for our tcachera and our pupils , M might b0 improved If nronornttontin,. ,, ropor 8Uy Woro glvcii Compnrntlvo reports filed In Stn dated counties for years lull, 1912 and Compensation of Trustees incln Uox Klder County Is bo scattered also has more teachers per capita on . , this subject. The tenchers of oifr various districts -today nro at a loss to Know exactly what is expected of them In alt the various subjects sub-jects of the curriculum.. Tho students of one dlstrlct'iire not brought to tho snmo stnndnrd as nro the children of another district. Thcro Is nothing but tho general courso of study furnlBhed by the state to unity nnd standardize tho work. -Tho courso of .study proves very bcnllicliil and of much worth to every teacher) but it is too general to provo successful In any country for tho proper standardization standard-ization of ail tho schools, There must bo some general and effective supervision that n specific standardization might bo reached. This can only bo dono 'wnere thcro is one board of trustees directing all tho schools and ono corps of supervisors doing nil tho supervisory super-visory woiK nud where there is but ono policy In tho. district well worked out by n piouclcut and capable superintendent ana carefully passed upon uy tin Intelligent board of education. Tho work of tho teacher, HKo that of tho pupil, should bo standardized if tho best lrstutR are to bo obtnineu, 'the tenchers or a district ohould bo classilied to wen established standards and they should know their cinssiticntlon as well as what is required of thorn to reach a higher cIobs. They should understand that their position and salary upon their class'iiicaiion and thnt their classification is measured by their attitude toward tho school and by tho result that they secure.. In consolidated districts we found this matter well organized and moBt eltectlvciy worked out, not only to the entire suustaction of the board or education but to tho entire satisfaction of tho tcachera themselves, at least this was tho unanlnous report of itll tho teachers we met. The teachers felt that this policy doraanded -more effort and moio cniu on their part, but that thoy wore amply repaid for their labois by tho splendid results they wore receiving. They en-Joyed en-Joyed being n part or a progressive Bystem. We recommend this policy to )ou lor your most earnest consideration. iot only Is tiio standardization of the teachers possiblo In consolidated consoli-dated districts, but tho method of employment is very commendable, 'iho Superintendent recommends to tho school board tho employment or all teachers. The board passes upon the recommendations of tho superintendent and sets tho salaries, llctore any teacher Is hired u complete record of her work la secured and no tonchor Is given a poBiuon, who is not a graduate of somo creditable normal coilcgo, . or wno has not had somo previous cxporlonco in teaching. In tho Jordan Jor-dan district, wo lound thai all of the ono hundred und tiitecti teachers had had somo experience. Tins tact was practically truo of tho Weber Dlsuict, as only nine or the Beventy-four teachers were incx- perionced, nnd nil or theso wore graduates of normal schools. This cannot be suld or nil tho districts of tho North End of Utah county, us many are loiccd each year to secure the services or young people who are but graduates oi tho high Bchool of our state. It Is very evident that tnoao young people cannot render our schools the samo sorvlco thnt oxponenccd teachers or normal graduates can. For sometime wo havo boasted or a freo public school systom granting equal rights to nil children without respect to color, or property, pro-perty, rtiia is oiuy purtlally tiuo for In our country all children nro treated nlilto. lu ono district tho nssesBod valuation per capita Is b,lUU.OO while in another it is only $730.00. Why this difference? simply becuueo somo body of men havo arbltrariy sot an imaginary imagin-ary uivldmg line between districts placing lu ono much more cor-pornteu cor-pornteu pioperty than In the othor. Should this thing bo long continued, con-tinued, not it we uro to bo falF to all tho people und ail tho children. As our ocnoolB nro districted touuy much of tno coiporato property Is not tuxeu to tho sutno extent thnt many of our farmB ar6. In tho north end or Utah county thoro Is a district having much corporato property that Is lcolng but thrco mlus, whllo another district-Is lovoylng louitccn mills. In the ono tho railroads are taxed tnroo nuns, in tno other tho fauna are taxed fourteen mills. Why muKo tho tanner pay so exhorltant tax and tho rnilrond so littior lnis is not fair, nor Just, nor proper. Consolidate and you abolish this pornicioub system with all its attending evils. All tho children win men nuvo tho sumo opportunity and tho aamo advantagos ot good school work. In concluding our report, wo wish to stato that after a limited sunej or tho schools of our county nnd of thoso of the consolidated consoli-dated counties, we liuvo but ono recommendation to mako, aud that is that you caietuliy consider tho plan of consolidation as recommended recom-mended by our worthy Btnto superintendent, for in it you will find many things ot merit nnd ninny policies that will tend to Improve your schooia and pinco them on a higher standard.
