Tengo mis dudas al respecto. Antes de ver lo que dicen funcionarios oficiales, echemos un vistazo a las últimas cifras del Instituto Internacional de Investigaciones para la Paz de Estocolmo (SIPRI), que registra los gastos militares y las transferencias de armas realizados anualmente en todo el mundo. Según el anuario del 2008 del SIPRI, Sudamérica ha aumentado sus gastos militares en términos reales en un 33 por ciento desde el 2000. El año pasado, la región gasta casi 40 mil millones en sus fuerzas armadas, según revela el instituto sueco. El SIPRI dijo en su anuario del 2008 que aunque es ‘dudoso’ que las recientes compras de armas en Latinoamérica “sean indicadores de una carrera armamentista en el sentido de un proceso de acción-reacción, se han producido grandes incrementos del gasto militar en algunos países de la región’’. Mi opinión: Técnicamente, quienes dicen que no hay una carrera armamentista pueden tener razón; el término se aplica generalmente a una correlación directa entre las compras militares de países durante un período prolongado de tiempo. Sin embargo, el reciente aumento de los gastos militares debería hacer sonar las alarmas, y hacer renacer las gestiones diplomáticas en la región para negociar un tope a la compras de armas ofensivas. Con el nuevo milenio, la ya anticipada lucha de las civilizaciones ocupó la atención de los pensadores occidentales, que vieron en el islam una nueva fuen- te de antagonismo y un reto mayor para el predominio del pensamiento moderno y liberal. En el fundamentalismo religioso musulmán (que no en el propio), los estadounidenses vieron el nuevo enemigo a vencer. Por eso y por el predominio de ideólogos neoconservadores en el círculo cercano del presidente George W. Bush se explica la facilidad con la que EU pasó de una visión bipolar del mundo a una nueva, igualmente simplista manera de ver las cosas. El radicalismo islámico sustituyó fácilmente al comunismo como la imagen de la perversidad y del mal para estos hombres y mujeres formados en el concepto del feindbild, de la figura del enemigo. Aplicaron su vieja manera de pensar a los nuevos retos que enfrentaba EU con el consabido fracaso, pero no contentos con eso también cerraron los ojos a lo que acontecía a su alrededor: al resurgimiento ruso, al despertar chino, que se han aprovechado de las leyes del mercado y de la economía global para retar abiertamente al interés hegemónico de Washington. La incursión rusa en Georgia puede o no estar justificada, pero eso es secundario. Lo relevante es la decisión de la cúpula encabezada por Vladimir Putin de reestablecer a Rusia como una potencia dominante, primero en su zona inmediata de influencia, y más adelante tal vez de regreso a sus antiguas ambiciones imperiales. El recuerdo de las glorias zaristas y de las comunistas no está lejos de la superficie emocional de los rusos, y Putin ha sabido explotar la nostalgia como un instrumento para hacerse de cada vez más poder. ¿Y los antiguos guerreros fríos?
