In the words of the U.S. Supreme Court, “one per- son, one vote.” This question has constitutional ramifications for all citizens of Wasatch County, both those who supported and those who opposed the new form of county government. : The voting district boundaries in the optional plan were drawn based on the number of registered voters (not the actual population) of each district. The Plaintiffs allege that this resulted in voting districts without substantially equal populations. This may or may not be true, depending on the actual population of each voting district.
