During lb recent Presidential cam charge ware made against of Congress of coo member! prominent eetion with the Credit Mobilier, , and urged with auch pertinacity that upon the assembling of Congress it was deemed nece'uary for tbe preservation efthe dignity of that august body to have an inveitigatioa of those charges. pig,nf Bat that inveitigelion has been con- ducted in such a manner as to cause will be but s grave suspicion that it a tempoaffair, farce, a whitewashing for the cleansing of the institution rary dirty linen of prominent Representatives. The general and universal demand that the proceedings of the Investigating Commission be made public has been denied, and the secresy which .lias been maintained throughout all its proceedings has been the occasion of so much remark as to render the Credit Mobilier hue of the most fruitful themes of news' paper comment. la answer to many the Credit Mobilwhat to as inquiries ier" ie, we weuld state that when the Union Pacific Railroad Company was incorporated, another distinct organisaof tbe officers tion, eomposed mainly ' and stockholders'of the railroad company, called the Credit Mobilier of America, was also chartered. The latter company contracted with the former to construct the road it being in fact, the Union Pacific contracting with itself for the performance of the work. These contracts, were made at enormous prices, about double the fair cost price of the road. By the charter of the Union Pacific, the Government was to lean bends to the road equal in amount te one half of the construction, the company to furnish the other half by private loan. Contracting with themselves as above stated, the road was bnilt entirely by the Government, and the corporations proceeded to divide .among themselves the other bonds, equal to the amonnt for which Congress had made a mortgage on the entire read. To assist them in this wholesale robbery, it was necessary to hare Congressional influence, which was obtained, it is alleged, by placing to the credit of certain members of Congress, a portion of the Credit Mobilier stock, selling it to them at par when it commanded two or three hundred per cent premium. By this means, $31,000,000 or $19,000,-00- 0 of stealings have been divided among the holders of the Credit Mobilier vkl-- W anwwinl ika nmil tiava trt pay. It is (or complicity in the sad- dling of this unrighteous debt upon the eonntry, for being bribed to carry oat this Infamous seheme, that certain members of Congress are now arraigned before a Committee of Investigation. The proceedings, however, being kept secret, it seems evident that notwith-- ' standing the evident seal of the House, there is an intention of bringing in a whitewashing report. Certain Senators f are suspected of being implicated in the scheme, and recent dispatches state that a strong effort will be made to create a Credit Mobilier investigation in tbe Senate, as the House has no authority to inquire into the irregularities 'of Senators. Congress reassembles on Monday, ' and the Investigating Commission will proceed with its labors. It is hoped that the united demand of leading jour nals of the nation, that the entire proceedings be made public, will be of effect, so that on a question which so directly interests the people something more may be known thaa what may easaally leak out, or that the parties allow to le , interested may see lit to made known. If public servants prove unfaithful, their masters the people-sh- ould know of it, that proper punishment may be meted out to tbe offenders. e companies filed certificates of incorporation in the County Clerks office, 8aa Francisco, December 31st, with an average capital stock of $3,000,' 000 each. The codec containing provisions making it more difficult to in' corporate,' went into effect on January 1st ; hence this haste in incorporating. Sixty-nin- . ' . JUDICIAL POWERS- JOURNAL.
