Show compensation of attorneys and marshals the text of the bill reported to the house last month from the committee on expenditures in justice relating to the compensation of united states district attorneys marshals deputy marrs hals circuit and district court clerks and commissioners sio ners has been received and a careful reading of the measure convinces that it should become law very grave abuses have grown up under the fee system officials have grown suddenly rich and the government and individuals have been robbed right and left to satisfy the greed and rapacity of marshals attorneys tor clerks and commissioners here in utah we know something 0 the outrageous practices which a few years ago were most scandalous the compensation being governed by the number and result of eions the latter have been increased beyond all reason and the business of the courts multiplied to increase the fees A statement from the treasury department forms part of the report accompanying the bill this statement shows tho emoluments of district attorneys and marshals in all tha states and territories since 1885 together with the office expenses A glanceau glan ceat the figures tells of gross blunder on the part of many officials the bill provides that fees shall be taxed only for the benefit of the united states and must be turned into the treasury the attorneys marshals deputies and commissioners are to be paid fixed salaries the money to be paid quarterly their compensation therefore will not be based on the number of arrests krosec cautions cut ions convictions etc the annual salaries of attorneys range from down to 2000 the average being about the attorney foi utah is to receive the salar ies of marshals are as a rule fixed at 2000 though in two or three instances they are higher the utah marshal getting the bill provides that all money collected by marshals on process in behalf of the united states or under the laws of any territory aud all coste for fees and expenses of marshals taxed against parties other than the united states shall be collected by the marshals and paid into court and at the end of each quarter render a return of the moneys so collected to the attorney general 1 the marshal is allowed abne clerk and one chief deputy whose salaries shall be determined by the attorney general but shall not exceed 1500 the salary of the clerk of the court is fixed al 1000 which is to be in lieu of all fees but on tha recommends ion of the judge the pay may be increased to 2500 provided the fees amount to so much jthn compensation of a commissioner shall not ex abar a ear the bill turner regulates matters as to the number of commissioners deputy marshals service of papers and so on and proposes a general reform of auses which have been scandalous for many years everaid ETe raId 3 s a A v yi y i |
