His reply was that the reservoir sites?, eic . would be sold for what they would hiing, and the city w uld be freed from that incumbrance. It was evident that the Oh-Be Joyfuls didn't like the plan, and possibly may have expected to dictate the policy of the council in that matter. From later developments de-velopments it seems that the contrary is the case. At its meeting Monday night the city council declared itself in favor of continuing the goofi work of developing the reservoir system, and seemingly have n intention of abandoning it. A public meeting will he called, at which time to discuss certain matters in relation to it, espec ially in the way of getting interested in-terested parties to donate labor toward puddling the bottom, making repairs, etc. It is hoped hop-ed that a further special tax will thus be avoided. The Independent does not believe in this public meeting business on economic matters. It is a notorious fact that the people who should attend and aid t lie authorities by .their moral support invariably away, and only those iudiff or opposed to progress Besides, as Ex-Mayor Hal presses it, the people electee council expecting to have it tle its own judgment, and it should do so. We believe that if the council finds repairs and improvements necessary, it is their business to get competent-advice competent-advice and assistance, if they need it, and go ahead with the work. We have had doubts as to the propiety of making a reservoir on the site selected, but do not care to .mmm-p h i i lement of men who have thoroughly studied stud-ied the locality, conditions, etc Taken as a whole, there is, probably, pro-bably, only one man in ten in Springville who has an exact and scientific knowledge of how- water for irrigation purposes can be handled economically. A beginning must be made sometime and the sooner the better. There is abundant water wat-er for irrigation here, but a large percentage of it is utterly wasted. The Independent has small sympathy with the present council in manv ways, but we will cheerfully support and en- J dorge its action in regard to the ! reservoir system. The Fathers raav not know everything about reservoirs and water management, manage-ment, but they can learn if the wish to, and the fact that they were unanamous in their action indicates that they intend act ing in good faith. In fact, sev eral of the gentlemen announce a cnaiice in tlieir views since inspecting the reservoir and studyinc the question more thoroughly. The offer lo give advice and furnish woiking plans to persons per-sons desirous to plant forest trees, made last August by the Division Divi-sion of forestry, has received immediate im-mediate response from farmers in every part of the country, according to a report of the Overment Forester. Although but a few months have elapsed since the offer became generally known, one hundred and eigh- M M m jteen applications have been re- ceived, and plans for thirty- eight of these will be completed before the time for spring planting plant-ing to begin. A still larger number have asked for written advice, which does not require field inspection by the forest officials. The treeless states have been quickest to avail themselves of assistance. The majority of plans are for tracts of live to ten acres, intended in-tended by prairie farmers to afford wind-breaks and fuel supplies. sup-plies. After considering these applications applica-tions in order, the Division of Fore-try has sent experts to study the conditions of as many as possibleof the localities which offered the best opportunities for object lessons to the public. The few cases in which it has received orders fur city printing have been due to the fact that it'had a few friends in high places who had po,ver to act independently. We have no doubt, however, but that the ordinances could be changed so that all the citv employees could live at Provo. B UFFA LO WILLIAM GLASMA -V-V Buffalo William Giasmann, of the Ogilen Standard, is niak- ing a liesurely tour of the rural (1 istricts del j vering a little lec ture on the subject of "Expansion." "Expan-sion." The topic is timely and all right, The United Srates has never did anything else hut expand. The public takes what view it likes, and the little pa-ner pa-ner ballots are cast accordingly. Hut that does not change the historical precedents involved. Giasmann is a pretty smooth fellow as slv and craftv as a Hebrew dealer in second haiH clothing. His little lecture on "Expansion'' harmonizes beautifully beau-tifully wiih the present policv of the Republican party, with which he has again become allied. al-lied. Rut that's not the party's fault. It might so come about that Giasmann would accept the nomination for Congressman on the Republican ticket were that honor tendered him in a gently insistant manner. The Standard man would make a good candidate, for several sev-eral reasons. In the first place, he is a newspaperman. The press boys would vote for him under the delusion that he might do something for their interests, if elected. Then Giasmann is a manipulator from away back in Tooele county, we believe. Lots of great men come from that county. The country constable who caught Coughlin and George four years ago was a Tooele county man. Of course there are several things which could not be said in favor of Giasmann, but there is no need of mentioning them. Dr. Condon and the' Democra- tic party would attend to that I in case he should be the nominee. nom-inee. As it is conceded that the Republican party has a fair chance of winning at the special spec-ial election (no folly interfering- of course) numerous candidates candi-dates will be in the hands of their friends. In that case Giasmann would have a fight to win compared with which the battle of ihe ballots on election day would he mild. A record of consistency is a good thing for an aspiring politician poli-tician to have. The Democrats would, no doubt, be glad to see Giasmann nominated. If the City Fathers are to conduct a theatre hall the coin ing term, why should they not do the proper thing and secure the services of a skilled and competent manager? Affairs thus far this year have been conducted very crudely. Perhaps Per-haps they expect the (ity officials, offi-cials, from Mayor to dog-catch er, to take turns at it. In each case, these officials have troubles of their own, and it, is unfair to expect them to assume new-cares new-cares for which they have probably pro-bably neither proper training or inclination.. . The man who saves a dollar is not thereby the enemy of his race, says an exchange.
