L Nelson and Pres Mike Palmer on designated smoking areas in the Metal Trades and Automotive PALMERS PALMER'S LETTER It has been brought to my attention several times by students in the Metal Trades and Automotive that no designated designated designated area within these two buildings has been set aside for smoking Many of the students in these areas do smoke and have to step outside the building in bad weather therefore they have requested me to request from you a designated place inside the buildings where thay can smoke The main building has a designated area for smoking so they do not have to leave the building to smoke They feel it only fair that all buildings should have some area for smoking I would like to go on record and submit to you at this time a formal request for an area of your choice to be designated in each of these buildings for smoking The Executive Council has checked fire regulations through the office of R. R A. A Tanner Fire Marshall concerning smoking Battalion Chief Bean formally inspected all buildings on campus and the county attorneys attorney's attorneys attorney's attorneys attorney's ney's office was consulted concerning the legal aspects of smoking in these buildings It seems to be a consensus that smoking areas could be designated at your discretion A petition is being circulated by the students of those two buildings It seems that names are worthy of tion It is the feeling of the Executive Council that smoking in the designated areas in the above mentioned buildings is certainly pos pos- sible We realize that the ultimate decision is yours but we hope consideration will be given to the opinion of the Executive Council and the number of students on the petition PRES NELSONS NELSON'S REPLY Your correspondence on smoking has been discussed with the Administrative Council and other members of the College staff It is the consensus of the administration tion that it would not be in the best interest terest of the college to designate areas for smoking in the Metals Building and Automotive Building for the following reasons 1 None of the buildings on campus are designed to accommodate smoking areas The cafeteria in the Administrative Building was designated as a smoking area as an interim facility and is for all students At such time as the Student Center is completed completed com com- this area will revert to classroom or office use and there will not be a designated smoking area in the Administration Building 2 Because the buildings are not designed designed designed de de- signed for smoking areas it would create expensive maintenance and custodial functions functions to keep the buildings at the level of cleanliness and comfort that has come to be bea a trademark of Utah Technical College As you are undoubtedly aware all of the buildings have a re-circulating re air system which means that at least 75 percent of the theair theair theair air is re-circulated re and this would cause smoke to go through the building 3 The issue of smoking has come up in previous years and as a result a clause has been put in the general catalog concerning ling regulations One of the stipulations for attendance at the college is compliance with all rules and regulations 4 Although you receive many signatures on the petition that was circulated it is doubtful that there was understanding on the part of the students that signed the petition as to the ramifications of designated designated designated de de- smoking area If the question is reduced to one of practicality housekeeping and needs of student smokers we are confident that the would vote to maintain a clean dean and presentable campus campusand campusand campusand and to put up with the small inconvenience caused to those who desire to smoke We the way this issue was handled and arc confident that you and the students will understand and accept the decision and continue your support of the college |
