Many of the first holders worked themselves into the poorhouse or the grave, trying to pay up, on so much land. But every year, the holding has decreased, until it is now under 20 acres-an- d they are prosperous instead of broke. The Okanogan project in Washington, where the holdings have receded in size to only 12 acres,is producing an average of $300 an acre a year, according to tfcfe federal figures.
