V - After an extensive check of the details involved in the intricate Cottonwood Diagonal it could be that the State Highway Dept.4 las fallen victim to considerable undue criticism for what has been tabbed, in mild terms, as an engineering puzzle." Salt Lake County, and citizens themselves, must share at least part of the load if there is to be any blame involved. The State Highway Dept, bandied the actual constructipn, but plans had to be approved by the county. The county must pay 22 per cent of the construction costs, the remaining 78 per cent will be handled by the Bureau of Public Roads, which has also approved the project as having met adequate specifications and safety requirements. Citizens had a chance to sit in on the preliminary hearing to contribute views and recommenat the outset of the project dations which could have been given every consideration in the plans. The preliminary hearings are always open to the public. At least one Cottonwood businessman was in on the hearings, but no substantia objections were given to the plans as a whole. And according to highway officials, a qualified man was assigned by Commissioner W. G. Larsen chairman of the Salt Lake County Commission, to work in close cooperation with the state during construction of the project if he saw anything developing Still, there exists some obvious problems as far as pedestrian traffic is concerned. The Cottonwood area citizens are aware of the problems and are interested enough to do something about it. The committee appointed at a recent mass meeting to investigate the problem seemed to think that the matter should be taken up directly with the State Highway Dept, and the governor, if nec- essary. officials the county which must help provide sidewalks, if sidewalks are a partial solution to the puzzle, and illumination of the diagonal span. We think they should approach Salt Lake County pense. Illumination can be installed by the state at the request of the county, but the county must finance the lighting and maintain it, according to highway officials. The citizens would also like to see Highland Drive restored to traffic in that stretch of the diagonal where it has now been opened only to one-watraffic. This would create a hazardous five-waintersection between Vine St. and 6200 South. two-wa- y y y The possibility of accidents would increase many times with a five-waintersection. Responsible engineers report that a three-waintersection creates nine traffic conflict points. A four-waaffair would produce more than intersection. 32, while a five-wa- y 80 possible conflict points. Is convenience worth the risk? One final objection to the diagonal is that area which has been elevated because of installation of the Big Cottonwood-Tanne- r culvert and the flow of irrigation ditch. Citizens wanted a the ditch could not be changed. Therefore, adequate fill over the large culvert required elevation of the road to its present height. The state has cooperated in Installing pedestrian walks where indicated. Unfortunately, there was not enough given the state to even allow for sidewalks in some areas. The county, too, had to consider the citizens in its purchase of these rights-of-wa- y and protect the rights of affected property owners. And there was only a certain amount of money available for these purchases. Radar and traffic counters have been installed and will soon be used to regulate speeds to what the traffic can bear. Automobiles are presently averaging 52 miles an hour on the diagonal. The county will have the final word in speed control. So if citizens feel they need specific speed zones in business, school, and church areas they should approach the county with these recommendations. It could be that controlled zones can also be brought about in areas where property owners claim they have difficulty traveling in and out of their driveways. To sum it all up, some of the problems can be solved with the right approach. Others will have to be lived with. The right approach" is obviously at the county level first. y h right-of-wa- y 's : !
