Such application shall by the Mayor and City Council be teferred to the Board of Health of Lehi City, which Board shall within three days alter such reference return said application to the Lehi City Council to gether with a report of its findings and its recommendations as to the granting or denying of said license. In making said report said Board of Health shall determine whether or not there exists on such premises adequate automobile house car or trailer house spaces lor the numoer of such persons proposed to be ac comodated in said application, adequate toilet,' shower, bath, slop sink, laundry trap, garbage and sewage facilities and a proper and clean supply of pure drinking water and in this connection shall promulgate rules and regulations to enforce this ordinance.
