The three Democratic candidates, who have filed for two county commission seats, were invited by the Monitor....as a public service...to Press Release (Courtesy Circle 4 Farms) - Milford, UT. March 26 - Water rights transferred by Circle Four will benefit the Milford area and the. Escalante Aquifer. The area known as the Milford Flat has been determined by the State Engineer to be significantly over pumped. This over pumping or “mining” of water is a result of irrigation withdrawals in the Milford Flat which exceed water recharge into the area. In the early 1990's Circle Four Farms acquired land and irrigation rights sufficient for its planned swine farm operation located in the Milford Valley. As the farm has developed, a portion of these irrigation rights have been transferred from an irrigation use to use for swine farming. These transfers are accomplished through filing a change application with the State Engineer. Each change application is advertised for public notice and reviewed by the State Engineer’s office to assure that the intended change will put the water to a beneficial use. The State Engineer, under the Utah Division of Water Rights, is charged with the: administration of water rights in the State of Utah. This responsibility includes monitoring both the individual water user and the total withdrawal of water from each of the aquifers located throughout the State of Utah. © All irrigation rights transferred by Circle Four are reduced to 62.5% of the original right when a change of use is granted by the State. Since Circle Four’s waste treatment systems are totally contained, this reduction in each irrigation right compensates for the portion of the water right that would have returned to the aquifer-during irrigation. Water rights transferred by Circle Four from irrigation on the Milford Flat, to swine farms three to fifteen miles south of the Flat, will improve the distribution of water withdrawals from the Escalante Aquifer. This will, in effect, change the withdrawals from an over pumped area to an area with very minimal pumping, helping to maintain a better balance of water distribution. The use of the water in the swine farms is also a lower volume, year round use rather than the high volume summer use required by irrigation. Both of these factors should help to reduce the rate at which the water table in the Milford flat declines. Finally, the reduction in irrigation and the subsequent reduction in unused irrigation water percolating back into the aquifer is anticipated to help to reduce the increase of salt build-up or deterioration of the water quality in the aquifer. If a steady continuation of the salt build-up in the aquifer remains, it could eventually make the water unfit to use in irrigation and for other purposes. This information is based on an extensive study done by Reed Mower, former Ground Water Hydrologist with the US Geological Survey, who conducted the initial hydrological inventory of the Escalante Valley. This study is the primary source of information on ground water in the Escalante Valley. For further information on the Escalante Aquifer, please refer to Mower’s study which is published in two documents. The first document is entitled Water Resources of the Milford Area, Utah with Emphasis on Ground Water, Utah Department of Natural Resources Technical Publication No. 43. The second is Hydrology of the Beryl-Enterprise Area.- Escalante Desert, Utah, with Emphasis on Ground Water, Utah Department of Natural Resources Technical Publication No.73.
