Show Thursday, November 8, 1979 5 Page 15 It Won't Be Long Now Promises, promises, but the new word has it the Miner's Hospital will be moving from Empire Avenue to Park Avenue early next week. At last Thursday's City Council meeting, conversation conversa-tion continued on what the building will be used for once refurbished, and more than that, how it will be refurbished. refur-bished. Councilman Bob Wells noted that Personal Investment Invest-ment Company of California, which recently purchased the George Washington School on Park Avenue, has proposed a sale-lease back agreement with the city. Wells said the plan would have the city selling the hospital to the investment company for a nominal fee, with the company restoring it and the city leasing it back with an option to purchase it. "It's only one alternative, but I think the deal fits," Wells said. "It's basically the same as the city issuing bonds and paying them back, but it's a quicker way of accomplishing the restoration." restora-tion." Wells noted that tax incentives incen-tives offerer, or restoring an historic building is something some-thing the city cannot realize, but a private entity can. He said, to this point, the other alternative to restoring the hospital would be to take the estimated $180,000 refurbishing refurbish-ing costs out of the city's general funds. Wells said he doubted special financing for such a project would be approved for the city, and locating grant money could take some time. The councilman said an agreement with Personal Investment would have the city selling the hospital for, say $10. They would restore the building with city approval, ap-proval, and charge the city 15 percent interest on the restoration money, plus rent of about 80 cents per square ffoot per month for a five- eajipexiocUKel that at the end of five years the city would have invested about $250,000 for restoration, restora-tion, interest and rent. He said the agreement could include a clause that the restoration must take place within one year of the contract date, meaning if the plan were accepted this fall, 6:00 2 4 5 2 2 4 5 7 4 University of Michigan Good Morning America Tuesday Morning Flintstones Today Hotel Balderdash Captain Kangaroo Sesame Street Good Morning America Romper Room Over Easy Whew! Several residents attending the meeting complained about the high cost of restoring restor-ing the building if Wells' suggestion is accepted. But Wells replied, "My guess is if we put out a referendum for a bond issue to restore the building, it would not be popular with city residents. If we issued bonds and paid 15 percent interest, it's about the same thing. We're going to pay for it either way, and this is just a way of coming up with the money a little sooner." Mayor Jack Green told the council and audience, "We will investigate all of the possibilities in getting the hospital restored, or else it's just going to sit there."
