FOR Competent employees are constantly leaving the service to obtain belter elsewhere. The salaries paid wage in the lower grades offer little inducement to those seeking employment. Numerous vacancies caused by the resignation of experienced clerks have to he filled, at best, by inexperienced men, thus lowering the efficiency uf the service. Much of the work in our postofflees can not he performed satisfactorily by such men, as years of training are required before proficiency ia attained. The employes of this service have & right to expect that their chosen vocation shall yield a sufficient income to meet current expenses and provide a little in addition for the needs of the family in times of sickness and misfortune. The increased coat of living, together with the multiplying responsibilities which result from the phenomenal growth of the postal service, fairly entitle many of its clerks and other employes to an increase of salary. Especially do the foregoing comments apply to postnfflre clerks, railand way mail clerks, city carriers, rural carriers, many of whom are, in my Judgment, very Inadequately compensated. This view is concurred in by the assistant postmastera-genera- l having immediate supervision of the work of these employees and by many-otheofficials of the department who have had occasion to investigate conditions surrounding their employment. The organization of the railway mall service approved by the department for many years contemplates provid lng salaries in proportion to the Increased work and responsibilities assigned to the clerks. For a number of years there has been much dissatisfaction among the clerks because the appropriations made did not admit of promoting them in accordance with this organization. It la therefore urgently recommended that the number of clerks estimated for in the respective grades for the coming year be allowed by congress, and also that consideration be given to the recommendation for Increases in the salaries of certain officials and employes. As already shown, during the past year 4,441 rural carriers resigned, an averse? of 370 per month, and since June 30, 1300, this rate has materially Increased. While many causes have contributed to the Inadequacy of compensation of rural ranters, that which moat generally affects this class of employes la the increased coat of providing and maintaining conveyances necessary in the discharge of their duties. A conservative estimate of the coat of a suitable conveyance ia $300 per annum, leaving a carrier who receives the maximum salary and whose duties requlrejtn entire working day an average of but $1.20 to $1.35 per day for his labor, an amount manifestly Inadequate for the service required. Rural carriers have always been required to furnish and maintain suitable conveyances. In the Institution of the rural service ten years ago, their salaries were fixed at $150 per annum each, but within a year It became necessary to Increase the compensation for the longer routes, firet to $300 and subsequently to $400 per annum. The Seat rate continued until July 1, 1900, when there was a farther Increase to $500 per annum. Two years later the congress provided that the salaries of rural carriers should not exceed $600 each per annum and stipulated that they should not be prohibited from doing an express-packag- e business, provided it would not interfere with their official duties. Thin stipulation wm in line with the policy of the department theretofore, which contemplated that carriers would secure employment outside of thoir official duties, thus Increasing their incomes and making their positions more dealralde.
