Show AMERICANS ARE ASKED FOR E HELP The President Sends Out an Appeal in Behalf of the Starving Chinese WIN Ask Congress for Authority is Use Government Transports to Carry Food to Millions of Hungry Hun-gry Chinamen Washington President Roosevelt has issued a proclamation calling on tho peoplo of tho United States to contrlbuto funds for tho relief of the millions of famine sufferers In China who aro on the verge of starvation Tho president says that ho will ask congress for authority to uso government govern-ment transport vessels to carry food j to tho famine stricken region The proclamation is as follows To the People of the United States Thero Is an appallng famine in China Throughout a district covering over 40000 square miles and supportIng support-Ing a population of 15000600 tho crops havo been destroyed by floods and millions of peoplo are on tho verge of starvation Thousands of dwellings havo been destroyed and their Inmates aro without homes An urgent appeal has been made for the assistance of the United States Our people have often under similar sim-ilar conditions of distress In other I countries responded generously to such appeals Amid our abounding prosperity and In this holiday season of good will to man assuredly we should do our part to aid tho unfortunate unfortu-nate and relieve the distressed among the people of China to whom wo have been allied for so many years in friendship friend-ship and kindness I shall ask congress upon Its next day of session for authority to use our transport vessels to carry flour and other food to tho famine stricken region I re-gion gionI recommend that contributions for tho purchase of such food and other appropriate relief bo sent to the American Am-erican National Red Cross which will take care of the expenditures Such contributions may ho made either through the local ned Cross treasurers or through the department of state or may be sent directly to Charles Hallam Keep lied Cross treasurer treas-urer United States Treasury department depart-ment Washington D C I THEODORE ROOSEVELT |
