the scope and importance of which fl few w people realize when I 1 say important I 1 mean important in all senses but one human life in 77 which a real shooting war Is important certainly involved are the other two factors in the trinity of 0 rights to which americans believe they tire are heir t liberty and the pursuit of happiness this has been j clear to observers ESS in n washington baukhage made his ringing speech in the he senate declaring that hat soviet pressure on hungary demanded a trial before the forum of the united nations the united states pressed for settlement of demands on yugoslavia for planes shot down by yugoslavia last summer these and other steps which undoubtedly will be taken before this article is in print and still others in the making are part of a vigorous foreign policy by which we mean to block communist aggression wherever it appears in the world in other words we have undertaken der taken a form of positive acal activity v it y in the foreign field the scope of which never in our history supporters vt this policy the majority of congress believe it is a preventive not an aggressive step they do not believe it Is a foreign policy which von clausewitz the german military authority described as something the extension of which Is war they believe it can stop will not start military conflict possible war of extermination the policy is based on this the theory cry as nearly as I 1 can absorb it from the people who know unless economic conditions are restored to normal throughout the world chaos will result communism will engulf europe and eventually the clash between communism and democracy as we understand der stand it will mean war between russia and the united states since it now is believed that russia will have the atom tracks if we can prevent her from moving south into greece turkey and the middle east and west of line she holds at present from her german zone south through the balkans to greece she will be forced I 1 to 0 stop aggression in europe forced to operate cooperate co with the western powers tor for her own preservation that as I 1 understand it is what some people call the truman doctrine it quite fair to give it t such an exclusive label when it never could have been put into effect without the yeoman service of men like and the other partisan bipartisan bi support it has received this does not mean that we a have lost faith in democracy or its is ability to compete in a fair field with communism it means means we are going to see that a fair field is maintained that russia will not be permitted to create chaos or to draw on the type of force and terror she has used so BO tar far latterly in hungary to enforce her way of life upon the world |
