Versailles to which the United Unite d States of America and the French republic republic re re- re- re public are parties thus exposing France anew ane to the intolerable burden burdens s of an unprovoked war but that suc such h aggression on the part of Germany German Y would be and is so regarded by th the e treaty of Versailles as a hostile ac act t against all the powers signatory to that tre treaty ty and as calculated to disturb th the peace of the world by involving involving- Inevitably Inevitably Inevitably ably and directly the states of Europe Europ e and indirectly as experience has amply y and unfortunately demonstrated th the e world at large and Whereas The United States o of America and the French republic fear fea r that the stipulations relating to the left bank of the Rhine contained in inthe inthe Inthe the said treaty of Versailles may not at first provide adequate security and protection to France on the one hand and the United States of America as one of the signatories of the treaty of ot Versailles on the other Therefore the United States of Am America and the French republic having having having hav hav- ing decided to conclude a treaty to
