territory Terr nory while ample appropriations have bave been made by the government for the subjugation and ana support of the indians in in the entire territory the confidence of congress Con gees has been shamefully abused and the bounty has ha been basely squandered without securing any of the aims aims and objects of the appropriations two thirds of the indian population reside within in this district they live along the immigrant route are far more he hostile than their more eastern astern fc brethren and are constantly outraging property b ha ar the settlements arid murdering our citizens yet almost the entire amount of the appropriations hitherto made by congress has been exhausted in in abortive attempts to make reserva fians and to conciliate the indians about salt lake bake who are already subsidised subsidized by the mormon church chunh arid and influence while this is is the lase case there has not bien been a solitary military station established u ibis district further make special sped al reference to the following grievances which are as disgraceful to the age of our country as they are oppressive sive to us the mormon people are at present bitterly hostile to the government of the united paired states are in the constant practice of violating the organic act and commit daily outrages upon the persons and liberty of american citizens they make and unmake laws ad libl without regard re ard to the constitution ution and commit murder and uie tire highest crimes in defiance of tile the united stales authority and in con kempt of law they not only the federal courts by refusing and neglecting to provide means for the the courts but they trample upon the law deride the federal judges aid ayd resist the executive officers ln in th their legislature re they mali make purely special laws and in violation of the constitution in their administration of law they screen acen orime came and oppress the right i yd dis istran franchising c bisin and ancl mur murdering derit in divi duals merel merely y for bellig being american citizens they prostitute their own ow n females and have debauched helpless ameri amen cin can women and with th systematic barbarity havi have incited the indian savages to attack and murder large bodies of unprotected people ve might prolong tins this detail of infamy and crime to the end of the catalo
