William Coutts 388th Operations Group commander Since taking command, I have asked the members of the 388th Operations Group to perform five critical functions: asked the members of the 729th Air Control Squadron to continue to support world-wid- e taskings in a superior fashion and they have! 2. I asked the group to generate and fly a tremendous number of sorties in August so we could ensure our pilots were properly trained and had the ability to scale back sorties in September to ensure the jets were healthy for the Operational Readiness Inspection. You achieved a 26.1 UTE, unheard of! 3. I asked the 34th Fighter Squadron to deploy and operate in great fashion with regards to Air Expeditionary Force 0 tasking to Curacao during my visit, the airmen at Curacao watered my eyes with their professionalism and have earned a great reputation in Southern Air Forces! 4. asked you to complete the fiscal year 2000 flying hour program in a safe fashion, and you 1 . I 1 1 did! 5. Finally, I asked you to rise to the challenge and perform to the best of your abilities during the October ORI. After seeing the number of outstandings and excellents at the base theater ORI outbriefing Oct. 6 you did it again! 1 can not tell you how proud I am of each and every one of you and how proud I am to be a part of this great group. Unlike selling shoes at Wal-Ma- rt or tires at Big O, or even playing professional baseball, you have chosen to be part of a profession that deals with our national defense and involves high risk and life and death operations every day. I 1 ThreatCon level changes reflect worldwide terrorist activity Bahret By Staff Sgt. Brian 388th Fighter Wing Public Affairs Residents of Hill Air Force Base have noticed an increased level of security following the terrorist attack on the USS Cole, the naval guided missile destroyer damaged in an explosion in Yemen Oct. 5. The ThreatCon level was immediately increased to Alpha following the attack but has since fluctuated from Alpha to Normal and back again. General Lester Lyles, Air Force Material Command commander, ordered all AFMC bases to increase their security posture to ThreatCon Alpha to test their ability to respond to ThreatCon changes, said Tech. Sgt. Enrique Zamora, 388th Fighter Wing security forces liaison. The 388th Fighter Wing responded to the change because the wing is a tenant unit. He added that the posture of the wing reflects the pos- ture of the base. Sergeant Zamora said families shouldnt be alarmed when the base intermittently i v- w 4 ? if if jf J switches from ThreatCon Normal to Alpha. He said family members will see little change in the way people on base do business. The change is a little above ThreatCon Normal, he said. He explained that while everyone is in a heightened security posture, the main purpose of Threat-co- n Alpha is to review security plans. Sergeant Zamora said that airmen should keep their families informed when Threat-co- n levels change. He said while the change to Alpha is minor, changes to Bravo through Delta have much more significance. Aside from testing the bases responsiveness to ThreatCon changes, the fluctu- ations between Threatcons Alpha and Normal are designed to confuse would-b- e terror- ists who are attempting to see if people on base are following a routine, said Sergeant Zamora. Ifsomeone is watching the base, it gives the base commander a chance to throw them off. It also gives individual commanders a chance to see how their people react to the ThreatCon changes. Airmans Manual explains ThreatCon levels Threat Conditions Threat conditions are used to describe progressive levels of terrorist threats to U.S. military facilities and personnel. The selection of the appropriate response to terrorist threats is the responsibility of the commander having jurisdiction or control over the threatened facilities or personnel. ThreatCon Normal - applies when a general threat of possible terrorist activity exists. Warrants only a routine security posture. ThreatCon Alpha - applies when there is a general threat of possible activity against personnel and facilities, the nature and extent of which is unpre- terrorist activity exists. ThreatCon Charlie - applies when an incident has occurred or intelligence is received indicating some form of terrorist action against personnel and facilities is imminent ThreatCon Delta - applies in the immediate area where a terrorist action against a specific location or person is likely.
